Dette publique : Une crise financière guette le Sénégal, selon Ibnou Sougoufara
“Senegal is not immune to a financial crisis.” This is the warning issued by Ibnou Sougoufara, a financial markets lawyer and president of Sengov'Risk (the Senegalese Association of Risk Managers). A guest on RFM's “Grand Jury” program this Sunday, February 1, 2026, the former advisor to President Macky Sall on energy and mining believes the country's vulnerability stems from its dependence on the decisions of international creditors. “When you depend on the decisions of others, you are not free,” Mr. Sougoufara emphasizes. According to the expert, what saved Senegal was its membership in a monetary union. “If we had a single currency instead of the much-criticized CFA franc, the situation would have been much more difficult,” he notes.
In the global financial architecture, he explains, private investors do not negotiate directly with governments. Their main intermediary remains the International Monetary Fund. “The IMF is, in a way, the advocate for the financial markets. The markets don't sit down at the table with the government; they talk to the IMF,” he noted. Therefore, any tension with the Bretton Woods institution weakens Senegal's position. “If you have a problem with the IMF, you already have a problem with a major creditor, but above all, with the advocate for other creditors,” he points out.
For the lawyer and risk manager, debt restructuring is now unavoidable. This is a measure that Prime Minister Ousmane Sonko vigorously rejected on January 8th when he received his Mauritanian counterpart. Ibnou Sougoufara shows the way forward: “We will have to convince the creditors to give something up. The Senegalese people will understand that sacrifices must be made. But we mustn't consider the IMF an enemy.” He insists, however, on the need to clarify the terms of the debate. “We mustn't confuse restructuring with cancellation. Restructuring means renegotiating the conditions: interest rates, maturities, coupons. It's possible, provided we adopt the right approach,” he advises.

Oumar Gning devrait avoir l'humilité de mieux préparer davantage ses questions et émission. Faut pas être un " Fonctionnaire " journaliste.
