Finances publics…: Les milliards que le Plan de redressement de Sonko a générés en 2025
Faced with the delicate financial situation of the State of Senegal, the Government has drawn up an Economic and Social Recovery Plan (PRES), which was officially launched on August 1st by Prime Minister Ousmane Sonko. For 2026, for example, 762.6 billion CFA francs in revenue is expected in the State budget. However, the first mobilizations under the PRES have already begun in 2025. These amounted to 4.2 billion CFA francs, Seneweb has learned.
4.2 billion FCFA raised by 2025
These revenues come from four main sources. For example, the tax on gambling operators' revenues generated 1.64 billion FCFA, and the levy on winnings brought in 760 million FCFA. Additionally, 680 million FCFA was collected through the levy on money transfer payments, and 1.16 billion FCFA was collected through the tax on money transfers.
An acceleration is expected by 2026
While this overall result falls short of expectations, the Government, particularly the Ministry of Finance and Budget, believes that the effectiveness of the measures in the aforementioned Plan should gradually increase. An acceleration is expected starting in 2026.
Far from the initial objectives of the Plan
In the outline of the PRES (Pôle de Recherche et d'Économie Spéciale), unveiled on August 1st, Prime Minister Ousmane Sonko projected 5,667 billion FCFA in resources for the period 2025-2028. Specifically, 2,111 billion FCFA is expected from domestic resources, 1,091 billion from state assets, 50 billion from reducing the size of the state, and 1,352 billion from endogenous financing excluding debt.
