Réactivation des taxes sur les importations de téléphones : Les explications du Gouvernement
As announced by Seneweb, the Council of Ministers adopted last Wednesday the Draft Law amending Law No. 2008-46 of September 3, 2008, establishing a fee for access to or use of the public telecommunications network (Rutel). In the explanatory statement of the draft text, which will soon be submitted to the National Assembly, the government explained a little about what it is about.
The new government has announced that Law No. 2008-46 of 3 September 2008 introduced a fee for access to or use of the public telecommunications network (Rutel). However, Article 7 of the said law suspended the pursuit of payment of customs duties and taxes applicable to imported fixed and mobile telephone equipment.
The authorities at the time aimed, through this suspension, to "democratize access to telecommunications and stimulate the mobile penetration rate, thus reducing the digital divide which was a major concern at the time of the adoption of the law", informs the current government.
Today, Ousmane Sonko and his men believe that this measure has led to "under-taxation of the telephone sector, in a context marked by strong growth in demand for telecommunications equipment." This is why, as part of the implementation of the Economic and Social Recovery Plan (PRES), "the option of reactivating import taxation on fixed and mobile telephone devices" was taken.
They also indicate that the restoration of import taxation on telephone devices responds to a logic of conformity of Senegalese tax practice to the ECOWAS Common External Tariff, which provides for the application of import duties on said devices.
