Rutel, code des investissement et nouvelles taxes : la date de l'examen des projets de loi fixée
The new government does not want to waste any time. Indeed, their bills, recently adopted by the Council of Ministers, which are intended to introduce a new tax on certain products and services, will be submitted to the deputies for consideration next Thursday.
These elected officials are therefore summoned to a plenary session on September 18, 2025. On the agenda is the examination of the draft law on the Investment Code and the draft text amending Law No. 2012-31 of December 31, 2012 on the General Tax Code.
The deputies will also have to consider Bill No. 18/2025 amending Law No. 2008-46 establishing a fee for access to or use of the public telecommunications network (Rutel).
Indeed, in their reform project, the current authorities aim to introduce a 20% tax on the share of winnings going to gambling operators and a 20% levy on winnings paid to players.
A new 0.5% tax will also be applied to money transfers (capped at 2,000 CFA francs per transaction). This tax will apply to merchant payments.
Cash deposits with money transfer operators are exempt from this levy, as are cash withdrawals at transfer counters, when the amount withdrawn does not exceed 20,000 francs. Beyond this amount, a 0.5% levy, capped at 2,000 CFA francs, is applied to the withdrawal.
The authorities also plan to increase the tax rate on imported alcohol and alcoholic beverages from 50% to 65% and that of locally produced alcoholic beverages from 25% to 40%. In the same vein, the tax rate on tobacco will be increased from 70% to 100%.

C'est la catastrophe. Mais pourquoi diantre imposer ces taxes alors que l'état peut diminuer son train de vie. Nous attendons plus d'austérité de nos autorités (réduction du nombre de voyage à l'étranger, pas d'achat de véhicules, suppression des caisses noires jaunes et rouge, ...). Tout le monde va souffrir durant ce mandat de pistef
Le Décret qui recule la limite d'âge des véhicules importés de 8 ans à 10 ans.
