Sénégal 2050 : L’État veut faire des coopératives agricoles communautaires le moteur de la souveraineté alimentaire
As part of the Senegal 2050 National Transformation Agenda, the government aims to make the country a modern agricultural powerhouse, capable of ensuring its food sovereignty and exporting its products. To achieve this, a structural transformation of the agri-food systems is necessary.
The National Development Strategy (NDS 2025-2029) emphasizes endogenous and sustainable development, driven by empowered and competitive territories. In this context, agriculture and the agri-food industry (AIAA) are identified as essential drivers of growth for the Senegalese economy.
The Community Agricultural Cooperatives (CAC) Project, led by the Ministry of Agriculture, Food Sovereignty and Livestock (MASAE), aims to structure family agropastoral farms around integrated hubs to strengthen their competitiveness, improve their economic and environmental performance, and contribute to the country's food sovereignty.
To ensure the project's success, a three-day strategic retreat brought together all key stakeholders to harmonize technical and institutional models, clarify roles, and define a clear operational framework.
According to Ahmadou Al Aminou Lo, Minister in charge of monitoring the Senegal 2050 Agenda, the Community Action Committees (CACs) must be a catalyst for the structural transformation of the economy, including agriculture, livestock farming, and fishing. The objective is to improve agricultural productivity, structure value chains, and increase incomes in rural areas, thereby reducing poverty. Impact indicators, monitored every three months, will allow for the rapid correction of any discrepancies and ensure effective implementation.
Mabouba Diagne, Minister of Agriculture and Food Sovereignty, specified that the CACs (Community Action Centers) will include fodder crop areas, vaccination and artificial insemination units, as well as dairy processing units. Specific programs, such as "One Family, One Cow" or "One Youth/Women's Group, One Cow," will support rural youth and women to boost milk and meat production and create new jobs.
In the long term, these initiatives should reduce imports, stimulate local production and position Senegal as a major player in the agribusiness sector in Africa.
