Senegal: Tobacco control stakeholders call for tax and legislative reform

Sénégal : Les acteurs de la lutte antitabac appellent à une réforme fiscale et législative

Meeting in Dakar on July 10, 2025, during a consultation workshop on tobacco taxation, institutional actors, civil society organizations, community associations, and technical partners launched a joint declaration in favor of strengthening the fight against tobacco in Senegal. According to a CRES study (2017), smoking costs the country 122 billion CFA francs each year, while the tax revenue generated represents only 24 billion. This gap of 98 billion CFA francs reflects the urgent need for structural measures to reduce consumption and sustainably finance public health.

The signatories recall that taxation is one of the most effective levers for saving lives, in accordance with Article 6 of the WHO Framework Convention on Tobacco Control (FCTC).

In their declaration, the participants called on the Senegalese government to adopt strong reforms aimed at introducing an additional tax (parafiscal tax) on tobacco products, specifically allocated to health and the fight against smoking; establishing a mixed taxation system (specific and ad valorem) to make tax policy more dissuasive; adopting without delay the revision of Law 2014-14, including the ban on new tobacco products, plain packaging, a total ban on smoking in public places and increased penalties; creating a national health financing fund funded by new tax resources and overseen by transparent governance mechanisms; and strengthening the institutional framework to counter tobacco industry interference.

The signatories, which include the National Assembly's Health Commission, the National Committee for the Fight against Tobacco (CNLT), the Civil Forum, LISTAB, ASPAT, the Badienou Gokh Network, UNCS, the Association of Former Smokers, as well as international partners such as the Campaign for Tobacco-Free Kids and the Global Alliance for Tobacco Control, affirm their determination to protect young people, women, and the entire population from the ravages of smoking.

They call on the State to act quickly to address the shortcomings of the current system and to establish a robust fiscal and legislative policy capable of sustainably curbing tobacco consumption in Senegal.

    Les taxes ne reglent rien. Il n'y a rien plus efficace qu'une bonne education et sensibilisation de base sur les mefaits de certains produits, voila la cle.

    Quelle hypocrisie!!! j'arrêterai de fumer et je ferai la lutte anti tabac le jour ou l'on interdira la fabrication et la vente de cigarettes au Sénégal. Ces gens se foutent vraiment de nous(les fumeurs).
