Cheikh Diba s’explique : “Pourquoi nous sommes contre la restructuration de la dette…”
Senegalese authorities refuse to even consider restructuring the country's debt. Following Ousmane Sonko's categorical stance on the issue during his recent political tour, the Minister of Finance reiterated the government's position. "We are against restructuring. This is not a matter of pride," Cheikh Diba stated in parliament.
For him, there is indeed a solution that allows us to have the advantages of restructuring while avoiding its disadvantages: “We believe that there is a scientific, economic and technical solution that allows us to address the issue of debt. It is active debt management. The result is the same from a quantitative point of view as restructuring, with a few variables. And we do not suffer the consequences of debt restructuring,” adds the state finance minister.
As an illustration, he reports that in 2025, maturities for local bank debt amounted to nearly 820 billion CFA francs, placing significant pressure on bank liquidity. However, thanks to their strategic approach, solutions were found: “In 2025 alone, active debt management allowed us to free up more than 500 billion CFA francs in budgetary space,” explains Cheikh Diba.
