Transferts d’argent, jeux de hasard, tabac…: La nouvelle taxation que l'Etat va appliquer !
In presenting his economic and social recovery plan (Pres), Prime Minister Ousmane Sonko announced taxes on gambling, merchant payments, money transfers, increased taxation on tobacco, etc. In the explanatory memorandum of his draft law No. 17/2025 amending Law No. 2012-31 of December 31, 2012, on the General Tax Code, the government revealed the details of these taxes that it intends to introduce.
20% on winnings paid to bettors
Thus, the current authorities aim to institute a tax on the share of winnings going to gambling operators. This tax will be collected and paid by the public company holding the monopoly on gambling in Senegal. Its rate is set at 20%. In the same vein, the government plans to institute a 20% levy on winnings paid to players through a withholding tax.
"In support of the policy of encouraging financial inclusion, a tax system has been put in place that favors the use of transactions following structured and secure circuits," the government states in its explanatory statement. It also announces that the 1% stamp duty, previously applicable only to payments over 100,000 CFA francs, has been extended to all cash payments without any ceiling or threshold.
Money transfers and merchant payments
As for the rate of the new tax on money transfers (TTA), it is set at 0.5% and its amount is capped at 2,000 CFA francs per transaction. "This tax applies to transfer operations carried out by any means or technical support leaving a trace, in particular by electronic means, mobile telephone, telegraph or by telex or fax, including postal transfer," the government indicates.
The tax also applies when a payment is made using a merchant code, the authorities add in their text. The amount received by the merchant code holder is subject to a 0.5% levy by the money transfer operator, they say.
Taxed withdrawals from 20,000 CFA francs
The government emphasizes that cash deposits for conversion into electronic money at money transfer operators are exempt from this levy, as are cash withdrawals at transfer counters, when the amount withdrawn in one day does not exceed 20,000 francs. "Beyond this amount, the withdrawal is subject to a levy at the rate of 0.5%, capped at 2,000 CFA francs," the text reads.
The authorities also plan to increase the tax rate on imported alcohol and alcoholic beverages from 50% to 65% and that of locally produced alcoholic beverages from 25% to 40%. In the same vein, they announce in the explanatory memorandum that they will increase the tax rate on tobacco from 70% to 100% and "extend the specific tax on passenger vehicles to all vehicles imported into Senegal."

les taxes annoncées touchent les faibles revenus et les sans revenus .
On n"a pas demandé au gouvernement de taxer le peuple :
-canal+ hausse 500 cfa sur abonnement des clients
-transfert d'argent payé par les populations
Toutes les taxes sont adressées au populations .
Ça s'apparente à du racket !
Pour les kulunas les taxes et les impôts sont un levier pour les recettes de l etats. Il faut voyager un peu pour voir comment les autres font 😂😂😂😂
il faut plutôt taxer les bénéfices réalisés par les opérateurs ou les vendeurs.

Vraiment je trouve que le gouvernement a trouve une bonne formule et les taxes sont vraiment tres basses
