Pourquoi les grands groupes bancaires dominent autant dans l’UEMOA ?
The banking sector in the WAEMU remains highly concentrated around a few large regional and pan-African groups. Institutions such as Ecobank, Société Générale, Coris Bank International, Orabank, and Bank of Africa control a significant share of deposits, loans, and branch networks in several member countries. This dominance has ensured a degree of financial stability for the banking system, but it also limits competition in several market segments.
In many countries in the region, the top five banks control more than 50% of banking assets. In Senegal, large institutions largely dominate savings collection and the financing of the economy. This structure gives the largest banks significant market power, particularly regarding fees, credit terms, and customer services. Banking fees remain high, processing times are sometimes long, and innovation progresses more slowly than in more open markets.
This concentration also influences access to financing. Large banks often favor the most creditworthy clients, such as large corporations and government agencies. SMEs, farms, startups, and those operating in the informal economy face greater difficulties obtaining credit. Banks prefer to finance established borrowers or purchase government bonds, which are perceived as safer and more profitable.
The dominance of a few banking groups can also slow the emergence of new players. Small local banks, specialized institutions, and some fintechs have limited room to grow in the face of competitors who already benefit from extensive networks, abundant resources, and strong brand recognition. This situation can reduce the diversity of financial offerings and limit the development of products better suited to the needs of households and businesses.
However, high banking concentration is not without its advantages. Large groups often possess significant financial resources, more advanced management systems, and a regional presence that facilitates financing for large companies or infrastructure projects. They have also weathered periods of instability better than smaller, more fragile banks.
The real challenge lies in striking a balance between stability and competition. A banking system dominated by a few large players can remain robust while becoming less dynamic. Encouraging the entry of new institutions, supporting the growth of fintechs, developing specialized banks, and strengthening SME financing mechanisms could broaden access to credit and further stimulate financial innovation in the WAEMU.
