Enquête sur Softcare : pourquoi les conclusions finalisées restent encore dans les bureaux du Ministère de la Santé ? (Par Charles Faye, Journaliste)

In matters of public health, clarity is not merely desirable. It is essential.

According to reliable sources close to the case, the joint investigation conducted by the Ministry of Health and the Ministry of Trade and Industry concerning Softcare is complete, and the final report has been officially submitted to the relevant authorities. However, the findings have still not been made public.

"An investigation has been completed, but no results have been made public."

The investigation began on January 7th. Nearly 50 days later, no official conclusions have been communicated. Only prolonged uncertainty. This is not about presuming the results. It's about procedure and communication. Citizens were informed that an investigation had been launched. What they now expect is clarity on its progress and the conclusions of this widely publicized inquiry. When communication is delayed, speculation inevitably takes hold.

"Growing public pressure and rising distrust"

The public debate has already sparked strong reactions. In recent weeks, MP Guy Marius Sagna, along with the SUTSAS and SAMES unions, have openly criticized the Ministry of Health's continued silence. Guy Marius Sagna notably stated that "the Ministry of Health's silence is also deadly." The Ministry's previous delay in communicating has caused significant frustration among the public, as evidenced by online comments and discussions such as: "In matters of health, we must be transparent"; "The government must act"; "I am shocked by this delayed reaction."

In this context, any further delay in announcing the findings risks deepening distrust and intensifying public reactions. In the current climate, silence risks being perceived as a lack of transparency. Beyond public perception, prolonged silence also inflicts tangible damage on the reputation of the company concerned. Whether acknowledged or not, persistent uncertainty has eroded the trust built up over the years with consumers and partners. In matters of public health, uncertainty is never neutral: it has real consequences for institutions, citizens, and responsible businesses.

"Transparency: the necessary step"

Around the world, health authorities are increasingly recognizing that speed and clarity are essential tools for managing controversies. The rapid publication of investigation results helps reduce rumors, limit misinformation, and refocus the debate on established facts rather than assumptions. Senegalese institutions have demonstrated their commitment to regulation by launching this joint investigation. The next step in strengthening this commitment is communication. The official publication of the findings, or at the very least, a clear update on the investigation results, would achieve several positive outcomes: first, it would replace speculation with documented and irrefutable facts; second, it would demonstrate confidence in institutional procedures and reaffirm respect for citizens' right to information; and finally, it would ensure a fair outcome for all parties involved.

After months of waiting, the Senegalese people deserve a swift and fair conclusion. Transparency is not a defensive measure; it is responsible governance. If the findings confirm compliance with applicable standards, their publication will help dispel doubts and restore stability to the public debate. If improvements are needed, transparent communication will reflect regulatory rigor and institutional accountability.

In all cases, disclosure strengthens the credibility of institutions and protects public health. Public health governance is not just about conducting inspections and writing reports. It is also about ensuring that citizens understand what has been done and why.

If the investigation is complete and the report submitted, a legitimate question arises: why must the public wait so long for the official findings? Delayed transparency is tantamount to a denial of transparency. The case involving Softcare is now part of a broader debate on the transparency of public institutions. In an era where information circulates rapidly, silence, even procedural silence, can be misinterpreted.

"Clarity does not weaken institutions. It strengthens them."

The public debate will continue. What many expect today is neither commentary nor speculation, but an official statement on the facts. In matters of public health, trust is built not only through action, but also through transparency. The investigation has been announced. The public is watching, and it seems the investigation is complete. So, today, citizens expect only one thing: clarity.

And so, quite simply, the final conclusions of the Joint Commission of Inquiry into what has come to be known as the Softcare affair.
