Décret en attente, colère en classe : les enseignants non-fonctionnaires montent au créneau
As students return to school, another return marks the start of the school year: that of decision-making teachers, wearing red armbands, determined to make their voices heard. Gathering for a press briefing this Wednesday, they are demanding the immediate signing of two decrees crucial to their recognition and professional future.
"We are here to discuss the situation of state decision-making teachers," says Marieme Tall Diop, a school teacher and administrative secretary of the National Collective of Decision-Making Teachers.
Surrounded by fellow civil servants who came to support her, Nafi Gueye reiterated the urgency of signing decrees 114-347 and 2006-392, the revision of which has been expected since the agreements of January 15, 2025 between the government and the G7 trade unions.
These texts aim to correct a historical injustice, that of non-civil servant teachers, often called “deans” in schools, but relegated to the bottom of the salary and status scale.
"We do the same work as civil servants, sometimes with more experience, but without recognition or stability," laments the collective's vice-coordinator, Adama Keïta.
Retirement, pensions and lost years
Beyond their status, teachers are denouncing the disgraceful retirement conditions. They are demanding optional retirement at 65, budget allocations to guarantee their coverage, and a substantial improvement in pensions for retirees, many of whom live in precarious conditions.
"Our retired colleagues are struggling to feed their families. It's a silent ordeal that the state must hear," insists Nafi Gueye. The group is also demanding an additional five years of work to compensate for the years lost without advancement.
The decision-making teachers are calling for understanding and immediate action. "We are living in difficult and precarious situations. These decrees must be signed for a peaceful school year," she concluded.
The message is clear: "Without recognition, there will be no lasting peace in schools. And if the state continues to drag things out, the group warns that it could take action."
