Interdiction du téléphone à l’école : Le Saemss déplore une «démarche cavalière et unilatérale»
The Autonomous Union of Middle and Secondary Education of Senegal (SAEMSS) is criticizing the Ministry of National Education's decision to ban the use of cell phones in schools. "In an official statement dated September 21, 2025, the Senegalese Minister of National Education decided to strictly prohibit the use of cell phones in school spaces. First and foremost, the National Executive Board of SAEMSS deplores this cavalier and unilateral approach, which violates the principles of democratic management and dynamic partnership. Before taking such a serious decision, which involves everyone's responsibility, the Ministry of Education should have consulted with the stakeholders," the union wrote in a widely circulated statement.
Furthermore, he said, making such decisions in a country like ours where mobile phones can be used as an educational tool is inconsistent and paradoxical. He maintains: "We are living in a world irreversibly turned towards Intelligent Education with the introduction of digital technology and Artificial Intelligence in educational systems."
A Code of Ethical and Educational Use of Telephones in Schools
Therefore, he adds, the mobile phone must be used as an educational tool to facilitate teaching and learning.
The union instead proposes the development of a Code of Ethical and Educational Use of Mobile Phones in Schools to regulate their use. "To avoid any form of negative influence and distraction, we reiterate that the appropriate solution remains the restriction of minors' access to certain sites and applications, as is the case in many countries. Finally, returning to this measure, a source of controversy and diversion, we invite the Ministry to suspend its application and to call on all stakeholders to consult," says the Saemss.
Before continuing: "In this period of opening classes, it is important to remind the authorities that the priorities are elsewhere. They essentially concern the handling of pending issues such as the review of the situation of decision-makers, the end of administrative delays, universal training leading to a diploma for teachers, the elimination of temporary shelters, the reduction of deficits and so on. We call on teachers to be vigilant and not to be distracted."
