The Ministry of National Education justifies this measure by the negative effects of uncontrolled screen use on concentration, discipline and the quality of learning, while providing for supervised educational and medical exceptions.

Subject: Ban on the use of mobile phones in schools
The Republic's school is a sanctuary of knowledge and citizenship. It must remain a protected space, dedicated to study, discipline, and the development of learners. Uncontrolled cell phone use compromises these essential missions by distracting students from learning, weakening their concentration, and exposing them to practices that are contrary to educational values.
Prolonged and unregulated use of screens also has harmful consequences, particularly among younger people: decreased concentration, weakened critical thinking, social isolation, not to mention health risks. In schools, cell phone use seriously undermines the quality of teaching, fuels incivility and disruption, and encourages abuses such as racketeering, theft, and cyberbullying.
This is why, in the best interests of the student and the Republic, the Minister of National Education has decided that the use of mobile phones is strictly prohibited within the premises of schools, middle schools, and high schools, both public and private. This provision, already included in the internal regulations, must now be applied with the utmost rigor. It does not apply to digital tools for educational purposes (tablets, computers, e-readers, etc.), used under the responsibility of educational teams, in accordance with the Digital Strategy for Education.
To ensure the effectiveness of this rule, each establishment may, if necessary, define its own strategy for storing mobile phones upon entering the school premises. Depending on the context and the means available, this storage may take the form of depositing them in secure individual lockers, a collection organized by teachers at the start of the day and returning them at the end of class, storage in students' bags in off mode, or any other method deemed appropriate by the educational community.
Strictly regulated exceptions remain possible. Students with disabilities or a disabling health condition retain permission to use medical devices associated with communications equipment. Similarly, when a teacher, as part of a clearly defined educational activity, expressly authorizes the use of telephones, particularly in the context of promoting artificial intelligence and its gradual integration into teaching and learning practices.
Furthermore, sanctions for non-compliance with this ban must be defined in a clear, graduated and proportionate manner, in consultation with School Management Councils (SMCs), Parent-Teacher Associations (PTAs) and the entire educational community. They must be integrated into internal regulations to ensure fair and harmonized application throughout the territory.
The Ministry of National Education calls on all stakeholders to take all necessary steps to ensure its strict application from the start of the next school year.

Les parents ont besoin de coordonner avec leurs enfants, les heures de récupérations, les retards du retour à la maison pour cause de bouchon, d'accident et autres.
Une année vers 22 heures, une camarade de mon fils l'appel pour lui demander des nouvelles d'un autre qui était coincé dans les bouchons et pas joignable par ses parents. Tout le monde était en alerte jusqu'à ce qu'il rentre au delà de 23 heures chez lui. Avec un téléphone, ses parents auraient pu se rassurer ou organiser sa récupération.
jugez vous meme toute la communication de l'école aux élèves et aux parents d'élèves est faite à travers les groupes whatsapp, les devoirs, les avis aux parents et memes les cours et devoirs se font par whatsapp.
il est impossible maintenant d'interdire le téléphone à son enfants au risque de lui faire rater des cours, devoirs et exercices que les profs balancent sur whatsapp et sans compter les recherches sur internets imposés par les profs.
IL FAUT SAVOIR CE QUE L'ON VEUT!
EN TANT QUE PARENT D'ELEVE j'étais obligé de céder le télèphone à mon enfant pour lui permettre de faire ses recherches et parfois meme de lui tirer les cours et séries d'exercices à faire.
