Recrutement d’enseignants-chercheurs sénégalais à l’étranger : le ministère de l’Enseignement supérieur tire la sonnette d’alarme
The Ministry of Higher Education, Research and Innovation (MESRI) has expressed its deep concern over the recruitment of Senegalese teacher-researchers by a neighbouring country, even though they are currently working in public universities in Senegal.
In an official circular addressed to the rectors of public universities, the Minister of Higher Education, Professor Daouda Ngom, indicates that he has noted, through a list of those admitted to a recent recruitment abroad, the presence of the names and surnames of fifty-nine Senegalese teacher-researchers currently working in the country's public higher education institutions.
According to the minister, this recruitment of teaching and research staff into the civil service of another state raises serious legal and regulatory questions, given the existing laws governing the status of university personnel in Senegal. Such a situation could also affect the normal functioning of public universities, both in terms of teaching and research.
Faced with this concerning situation, the ministry is calling on university rectors to address the issue urgently. They are asked to provide, as soon as possible, precise information on the nature of the contractual relationships between the teachers in question and their respective universities, as well as on the measures being considered to resolve this matter.
The stated objective of the ministerial department is twofold: to ensure optimal and coordinated management of human resources in the higher education sector, while guaranteeing the continuity and quality of educational and scientific activities in public universities.
The Minister of Higher Education also stressed the importance of rigorously implementing this instruction and invited university officials to report to him on the steps taken.
This circular comes at a time of high mobility of teacher-researchers in West Africa, but acutely raises the question of the compatibility between commitment to the Senegalese civil service and recruitment by a foreign state, a debate which could revive reflections on the legal framework and the valorization of university careers in Senegal.

Tu perds ton temps dans des futilités, des détails. Les enseignants sénégalais sont recrutés comme contractuels dans les universités guinéennes et partout dans le monde.
Il faut être fier de la compétence des sénégalais et de leur mobilité universitaire.
Ils ne sont pas des fonctionnaires guinéens mais des vacataires de l’enseignement supérieur guinéens.
Monsieur le Ministre, je pense que tu as autres choses à faire que de s’intéresser à des contrats internationaux de vacations. Actuellement, en Guinée il y’a toutes les nationalités africaines dans l’enseignement supérieur et y’a des Profs sénégalais qui font un excellent travail en Guinée depuis 15 ans. Et pourtant le Président Malick SALL l’avait même encouragé et il demandait d’aider les pays voisins. Les PASTAFIENS font détruire le Sénégal et créer des divisions dans le corps des enseignants du supérieur.
VIVE LA MOBILITÉ UNIVERSITAIRE, VIVE LA GUINÉE
Nous attendons avec impatience que les Recteurs convoquent. Les PASTEFIENS, vont regretter d’avoir ouvert cette boîte de pandore. Vous avez décidé d’attaquer à la liberté et à la mobilité des universitaires sénégalais. Les gars du ministère sont petits. C’est vraiment dommage !!! Nous regrettons déjà les grands DGES: Abdoul SOW, Thierno GAYE. Voilà des DGES qui avaient de la vision pour l’enseignement supérieur. Aujourd’hui, c’est le copinage des PASTEFIENS dans l’enseignement supérieur.
Nous demandons au Président DIOMAYE de faire le nettoyage rapide vite et propre dans le ministère de l’enseignement supérieur du Sénégal. Une bande d’incompétents, jaloux et méchant.
Voila ce que PASTEF apporte à notre université.
