Réforme des bourses d’études : le MESRI rassure et engage une large concertation nationale
The Ministry of Higher Education, Research and Innovation (MESRI) sought to clarify any ambiguity surrounding the ongoing discussions on the national scholarship policy. In a press release issued on February 3, 2026, the supervisory authority provided details on the national workshop held in Dakar on February 2 and 3, dedicated to preparing a new scholarship policy and revising Decree No. 2014-963 of August 1, 2014, which governs their allocation.
According to the ministry, this meeting was part of an inclusive approach, bringing together representatives from the Ministry of Higher Education, Research and Innovation (MESRI), the Ministry of Finance, civil society, parents' associations, staff unions (PER and PATS), student associations, ISEP students, and representatives from external sites. The stated objective was to lay the groundwork for a financial evaluation of the scholarship system for the period 2020-2025, with projections extending to 2030.
At the heart of the workshop was the need to identify shortcomings in the existing decree in order to propose adjustments that adhere to budgetary principles, while also ensuring the program's social inclusivity. The Ministry of Higher Education, Research and Innovation (MESRI) stated that the workshop's objectives were met, despite some students withdrawing on the first day. The recommendations resulting from the discussions will be submitted to the relevant authorities.
In response to rumors circulating in recent days, the ministry wishes to reassure the public: "There has never been any question of calling into question students' rights, reducing tuition fees, or eliminating scholarships," the statement insists. This clarification comes amid growing concerns within the student community.
The Ministry of Higher Education, Research and Innovation (MESRI) also indicates that it is working, based on guidelines from the highest authorities, to develop a new national policy for student grants. One of the major focuses of this process is to align the grant payment period with the actual academic calendar, a long-standing demand of students.
While welcoming the participation of the various stakeholders, the ministry calls for continued dialogue to reach a consensus on a renewed regulatory framework and on practical arrangements for awarding scholarships that are more adapted to the current realities of higher education.
This announced reform is part of a stated desire to clean up, make transparent and efficient the scholarship system, an essential pillar of social equity in access to higher education in Senegal.
