Réforme des bourses : Les étudiants dénoncent une remise en cause brutale de leurs acquis et menacent
The attempted reform of the university scholarship payment system has sparked fierce protests within the student community. United in a national federation, student representatives in Senegal accuse the authorities of initiating a process aimed at reducing their social benefits, particularly through the elimination of scholarship arrears.
On February 2nd and 3rd, 2026, the Ministry of Higher Education, Research and Innovation invited all university stakeholders to a national workshop dedicated to developing a new scholarship policy and revising decree no. 2014-963 of August 12, 2014. According to student representatives, the meeting quickly revealed a direction deemed "detrimental to the interests of learners."
At the heart of the controversy is the announced decision to eliminate scholarship repayments, on the grounds of the principle of non-retroactivity.
"Following the discussions, the various student representatives noted that the spirit of the meeting was aimed at drastically reducing students' achievements. We hereby inform the national public that the students regret to note the peremptory decision to cancel the remedial payments, using a fallacious principle of non-retroactivity as a pretext, unilaterally and without any consultation. This unwelcome, illegal and brutal decision undermines social equity and the dignity of the student," they stated in a press release.
For student organizations, this measure comes in a context already marked by precarious study conditions and the high cost of university life.
Tensions escalated when student representatives decided to walk out of the workshop, citing the authorities' silence in the face of numerous concerns raised. They denounced the ministry's silence, which they likened to a lack of consideration for the students' legitimate demands.
In light of this situation, the National Federation of Students of Senegal calls on the authorities to reverse their decision and immediately reinstate the rights of the students concerned. Failing that, it does not rule out coordinated national actions in the coming days.
