In Dakar, the Unified and Democratic Union of Teachers of Senegal (SUDES/ESR), branch at Cheikh Anta Diop University of Dakar, has reacted to recent government directives concerning the reorganization of university space. In a press release published on February 27, 2026, the union expressed a nuanced position: it welcomed the plan to relocate certain academic programs while expressing strong reservations about the announced construction of a police station in the heart of the student residences.
A relocation deemed necessary to relieve overcrowding at the university
The SUDES/ESR union believes that the authorities' intention to transfer certain university components to new facilities is a relevant response to the overcrowding of lecture halls and the repeated disruptions to the academic calendar. According to the union, this approach also aligns with proposals already outlined in its list of grievances submitted to university and ministerial authorities in May 2025.
However, university professors are calling for urgent transitional measures to alleviate the demographic pressure on the institution. Among the proposed solutions are a one-year moratorium on new admissions to the most overcrowded programs and the use of temporary rental facilities in the Dakar region to accommodate certain teaching activities. The stated objective is to avoid having multiple cohorts at the same level of study and to improve the quality of student support.
Concerns about a security project on the social campus
While the union approves of the academic reform, it expresses "deep concern" regarding the proposed construction of a police station within the student residence campus. SUDES/ESR believes that such an initiative prioritizes a security-focused approach over academic dialogue. The union fears, in particular, an increase in tensions and the transformation of the university into a confrontational zone.
In its argument, the organization emphasizes that there is no comparable precedent for the permanent establishment of a national police station within university campuses. As an alternative, the union recommends strengthening the capacity of staff at the Dakar University Social Services Center (COUD) to create a genuine community-based university police force, adapted to the sociological realities of the student environment. Reaffirming its willingness to engage in dialogue with the Senegalese authorities, SUDES/ESR stresses the need to prioritize consultation to ensure the success of the reforms undertaken in higher education.
