An administrative tug-of-war and a complaint of favoritism are currently shaking the Ministry of Higher Education, Research and Innovation (MESRI). At issue: the procedure for acquiring laptops intended for students of the Cheikh Hamidou Kane Digital University (UN-CHK).
The back-and-forth between the ministry and the DCMP
According to revelations by Libération, the ministry repeatedly attempted to avoid the open tendering process. It initially approached the Central Directorate of Public Procurement (DCMP) to award a contract directly to three companies it had selected. The DCMP refused, arguing that an open tender was feasible, especially since the funds had been available since October 8th.
The ministry then returned to the fray, this time with a restricted tender under an emergency procedure involving five companies. Again, the DCMP (Directorate of Public Procurement) raised concerns and returned the file, the newspaper reports.
A complaint to ARCOP
The same source indicates that a new application was submitted on December 26 for a contract divided into three lots, still awarded to pre-selected companies.
The case took a new turn on December 30: a group of IT equipment suppliers filed a complaint with the Public Procurement Regulatory Authority (ARCOP). These professionals accuse the ministry of trying to exclude competition and specifically point to one company that they claim is being unfairly favored in this sensitive market, reports Libération.

Pourquoi dépenser pour quelqu'un qui connaît mieux ses besoins que vous le MESRI ?
C'est juste une occasion pour certains de se sucrer. Faut que ça cesse.
Il est temps de commencer à couper,non pas les mains,mais les couilles des voleurs et les ovules des voleuses afin de les punir proportionnellement au retard qu ils infligent au développement du pays.
