Universités françaises : voici les nouveaux tarifs exorbitants imposés aux étudiants étrangers hors UE dès la rentrée
The majority of non-EU students will have to pay higher and differentiated tuition fees at French universities from next academic year, according to a decree from the Ministry of Higher Education published on Wednesday.
Ultimately, universities will only be able to exempt "up to 20% of their non-EU students" from these fees, according to the text published in the Official Journal.
This evolution will take place through two transitional stages: a 30% exemption ceiling from the next academic year, reduced to 25% in 2027.
This decree was published as part of a new plan called Choose France For Higher Education by the Minister of Higher Education, Philippe Baptiste, who announced on April 20 that he wanted to strictly enforce the differentiated registration fees for non-EU students in French universities, introduced in 2019 but so far not very effective.
The majority of non-EU students will therefore have to pay registration fees set at 2,895 euros per year for bachelor's degrees, compared to 178 euros today, and 3,941 euros for master's degrees, compared to 254 euros.
According to the decree, students benefiting from an exemption from registration fees for the year 2025-2026 will remain so "until the end of their university cycle", "provided that they continue the corresponding courses at the institution that granted them this exemption".
Students who obtained a tuition fee exemption for 2026-2027 before the decree came into effect "retain the benefit under the same conditions".
After a first day of demonstrations which brought together a few hundred people on May 12, an inter-union group called for a new mobilization on May 26 against this measure which the unions consider "unfair and inconsistent".
The government defends a logic of financial rebalancing, and argues that the increase in fees would strengthen the perceived value of French diplomas and attract profiles deemed to have high potential or sufficient resources, in a logic similar to some Anglo-Saxon countries.
