Gaz : pourquoi Sonko a raison de viser le champ Yakaar-Teranga
Before parliament, Prime Minister Ousmane Sonko announced the government's intention to take over the Yakaar-Teranga gas field. This ambition is justified given the difficult financial situation of Kosmos Energy, which has been operating the field since inheriting it from BP. The American company "cannot meet its obligations," stated Mamadou Faye, former CEO of Petrosen, in an interview published this Thursday in L'Observateur.
“Financially, the company is having difficulties. There is little chance that they will do anything in Yakaar-Teranga between now and June,” the expert insists. “Today, they are heavily indebted. They are trying to manage the situation based on their receivables, selling assets to meet the requirements.”
To support his claims, Mamadou Faye recalls that Kosmos announced last Tuesday that it had sold its production assets in Equatorial Guinea to Panoro Energy for $219.5 billion (121,459 billion CFA francs).
The state is therefore within its rights to want to reclaim the gas field. But while, according to the former head of Petrosen, "the state can legally transfer the contract without resorting to arbitration," the operation will not happen "instantaneously." First, Faye explains, "the state must legally reclaim Kosmos's rights and then return the permit to Petrosen." This, he adds, will allow "Petrosen to seek out credible partners with whom it can work on the project."
