A large budget to accelerate the ecological transition and strengthen Senegal's climate resilience

A renewed national commitment to sustainability

The Finance and Budgetary Control Committee, expanded to include the Sustainable Development and Ecological Transition Committee, proceeded on Tuesday, November 11, 2025, to examine and adopt the draft 2026 budget of the Ministry of the Environment and Ecological Transition (METE), defended by the supervising minister, Mr. Abourahmane Diouf.

This budget, which is part of the 2026 Finance Law, reflects the Government's desire to place the environment, sustainability and energy transition at the heart of the country's structural transformation, in accordance with the Senegal 2050 Vision and the National Development Strategy (SND 2025–2029).

A consolidated budget to address climate challenges

The overall budget of METE amounts to 117.17 billion FCFA in commitment authorizations (AE), compared to 49.75 billion FCFA in 2025, representing an increase of 67.42 billion FCFA, corresponding to a record increase of 136%.

This development reflects a strengthening of national environmental policy, notably incorporating the 70.93 billion FCFA allocated to the Directorate General for Living Environment (DGCV). These resources will finance structuring projects in waste management, flood control, and urban and peri-urban reforestation.

However, the METE's regular budget, excluding the DGCV, stands at 36.78 billion FCFA, compared to 49.76 billion FCFA in 2025, representing a decrease of 12.98 billion FCFA (-35%). This apparent contraction is explained by a restructuring of funds around priority and targeted actions, co-financed with technical and financial partners (TFPs), particularly within the framework of the 2026 Green Budget.

Budgetary priorities geared towards the green transformation

Minister Abourahmane Diouf specified that this funding is structured around five major priorities, in perfect alignment with the Sustainable Development Goals (SDGs) and Senegal's Nationally Determined Contribution (NDC):

Protection and restoration of natural ecosystems – reforestation, forest conservation and mangrove restoration;

Promotion of renewable energy and energy efficiency – development of solar, biogas and green electrification projects in rural areas;

Integrated management of solid and plastic waste – support for local authorities for collection and recovery;

Adapting rural communities to climate change – supporting agroecology and livelihood resilience;

Strengthening environmental governance – improving the regulatory framework, monitoring and evaluation and citizen participation.

These programs aim to reduce greenhouse gas emissions, improve the quality of life for populations, and create green jobs in the recycling, clean energy and sustainable resource management sectors.

A central pillar of national ecological sovereignty

This budget illustrates a major development: the ecological transition is no longer perceived solely as an environmental policy, but as an economic, social and strategic pillar of Senegal's development.

It aims to reconcile economic growth and the protection of natural resources, within a framework of intergenerational equity and ecological sovereignty.

"The challenge is not only to preserve nature, but to make it an engine of growth, innovation and dignity for present and future generations," Minister Abourahmane Diouf told the Commission.

In this sense, the implementation of the Green Budget 2026 will make it possible to monitor and evaluate public spending that has a positive impact on the environment, thus consolidating Senegal's low-carbon trajectory.

Towards a green, inclusive and resilient economy

The METE, in collaboration with the Directorate General of the Budget (DGB), will continue to consolidate the ecological budget framework and strengthen intersectoral synergies (energy, agriculture, industry, urban planning, water and sanitation).

This integrated approach should enable:

to increase the climate resilience of the territory,

to develop green investments that create jobs,

and to ensure a fair transition that benefits all segments of the population, particularly young people and women.

The METE's 2026 budget thus stands out as a major lever for sustainable recovery and national ecological planning, reflecting the government's political will to definitively anchor Senegal in a dynamic of green growth and exemplary environmental governance.
