Document: le plan de paix de Trump pour Gaza

US President Donald Trump on Monday proposed a 20-point plan to end the war in Gaza between Israel and Hamas and, beyond that, to address the future of the Palestinian territory. Here is the document published by the White House and translated by AFP.

"President Donald Trump's comprehensive plan to end the conflict in Gaza.

1. Gaza will be a deradicalized and terrorism-free zone, which will not pose a threat to its neighbors.

2. Gaza will be rebuilt for the benefit of its inhabitants, who have already suffered too much.

3. If both parties accept this plan, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of the hostages. During this time, all military operations, including aerial and artillery bombardments, will be suspended, and the battle lines will remain frozen until the conditions are met for a complete withdrawal in stages.

4. Within 72 hours of Israel's public acceptance of this agreement, all hostages, living or deceased, will be returned.

5. Once all hostages are released, Israel will release 250 life-sentenced prisoners and 1,700 Gazans held after October 7, 2023, including all women and children held in this context. For every Israeli hostage whose remains are returned, Israel will return the remains of 15 deceased Gazans.

6. Once all hostages have returned, Hamas members who commit to peaceful coexistence and surrender their weapons will be granted amnesty. Hamas members who wish to leave Gaza will be granted protected passage to destination countries.

7. Upon acceptance of this agreement, full aid will be immediately delivered to the Gaza Strip. The quantities of aid will be at least in line with those included in the January 19, 2025 agreement on humanitarian aid, including the rehabilitation of infrastructure (water, electricity, sanitation), the rehabilitation of hospitals and bakeries, and the arrival of the necessary equipment to remove debris and open roads.

8. The distribution and entry of aid into the Gaza Strip will be carried out, without interference from either party, through the United Nations and its agencies, the Red Crescent, and other international institutions not associated with either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism implemented under the agreement of 19 January 2025.

9. Gaza will be governed under the temporary transitional authority of a technocratic, apolitical Palestinian committee, tasked with managing public services and municipalities for the people of Gaza. This committee will be composed of qualified Palestinians and international experts, under the supervision and oversight of a new international transitional body, the Peace Committee, to be led and chaired by President Donald Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will establish the framework and manage financing for the reconstruction of Gaza until the Palestinian Authority has completed its reform agenda, as outlined in various proposals, including Trump's 2020 peace plan and the French-Saudi proposal, and can safely and effectively regain control of Gaza. This body will draw on the best international standards to create modern and effective governance that benefits the people of Gaza and promotes investment.

10. A Trump economic development plan to rebuild and revitalize Gaza will be created by convening a panel of experts who have contributed to the birth of some of the Middle East's thriving modern cities. Many thoughtful investment proposals and exciting real estate project ideas have been developed by well-intentioned international groups and will be considered to achieve a security and governance framework that attracts and facilitates these investments, which will create jobs, opportunities, and hope for Gaza's future.

11. A special economic zone will be established, with preferential customs duties and an access rate that has yet to be negotiated with participating countries.

12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions commit to playing no role in the governance of Gaza, directly, indirectly, or in any form. All military, terrorist, and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and will not be rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include the permanent decommissioning of weapons through an agreed disarmament process, supported by an internationally funded buyback and reintegration program, all verified by the independent monitors. The New Gaza will be fully dedicated to building a prosperous economy and peaceful coexistence with its neighbors.

14. A guarantee will be provided by regional partners to ensure that Hamas and the factions respect their obligations and that the new Gaza Strip does not pose a threat to its neighbors or its inhabitants.

15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) for immediate deployment to Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza and will liaise closely with Jordan and Egypt, which have extensive experience in this area. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, as well as with the newly formed Palestinian police force. It is vital to prevent the entry of munitions into Gaza and facilitate the rapid and secure deployment of assets to rebuild and revitalize Gaza. A de-escalation mechanism will be agreed upon between the parties.

16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the IDF will withdraw based on demilitarization standards, milestones, and timelines to be agreed upon between the IDF, the ISF, the Guarantors, and the United States, with the goal of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Specifically, the IDF will gradually return the occupied Gaza territory to the ISF in accordance with an agreement to be reached with the Transitional Authority until its complete withdrawal from Gaza, with the exception of a presence within a security perimeter that will remain until Gaza is adequately secured against any resurgence of the terrorist threat.

17. In the event that Hamas delays or rejects this proposal, the above elements, including the major aid operation, will be implemented in the areas liberated from terrorism handed over by the Israeli army to the ISF.

18. A process of interreligious dialogue will be established based on the values of tolerance and peaceful coexistence in an attempt to change the mentalities of Palestinians and Israelis by emphasizing the benefits that can come from peace.

19. As the redevelopment of Gaza progresses and the Palestinian Authority's reform program is faithfully implemented, the conditions may finally be in place to open a credible path to self-determination and the establishment of a Palestinian state, which we recognize as the aspiration of the Palestinian people.

20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence."

    La réalisation de remplacer Hitler dans l'ampleur de l'horreur, par le massacre d'environ 70.000 morts en Palestine, notamment à Gaza avec le soutien des États-Unis, a été accomplie par Benjamin Netanyahu, bien qu'il ait perdu sa guerre contre le Hamas.

    Entre temps, Israël a aussi capitulé lourdement face à l'Iran lors de la guerre des 288 heures.

    Une fois de plus, la chimére de projet intitulé « Gaza, grande Côte d'Azur du Moyen-Orient » n’est plus à l’ordre du jour pour le parrain Trump.

    À ce jour, en dépit de son inhumanité sans limite et de sa déchéance, il demeure évident que le futur prisonnier, criminel de guerre et génocidaire Netanyahu, ainsi que son cabinet composé de colons arrogants, manipulateurs et fantasques, doivent assumer leur incapacité à libérer des mains des Brigades Ezzedine al-Qassam les dizaines d’otages détenus depuis le 7 octobre 2023.

    Ces gens se haissent et ont prévu de faire la guerre jusqu'à la fin des temps. C'est dans leurs croyances. Des terroristes intégristes des deux côtés, qui s'en foutent de mettre en danger toute la planète
