But beyond political commitments, the question of financing remains central. The burden of debt, deemed unsustainable for many countries, limits their capacity to invest in critical infrastructure and the ecological transition.
Macky Sall insists on the need to rethink development financing mechanisms, placing greater emphasis on partnerships, private investment, and better access to credit.
He directly links this development challenge to that of irregular migration. "Without economic and social prospects, populations, especially the youth, are pushed to leave," he implicitly underscores, establishing a clear connection between poverty, inequality, and forced mobility.
To reverse this trend, he advocates for a holistic approach: creating job opportunities, strengthening local economies, and improving living conditions. The goal is to tackle the root causes of migration rather than limiting the response to security-focused management.
In this context, Macky Sall highlights the role the UN can play as a catalyst for sustainable solutions by facilitating cooperation between states, financial institutions, and the private sector. He stresses the need for coherent policies capable of reconciling economic development, social justice, and environmental preservation.
