France: What we know about the sexual assaults on babies at Montreuil hospital

A nurse and her former lover were indicted in early August in a case of sexual assault against babies at a hospital in Montreuil (Seine-Saint-Denis), an incident that is causing anxiety among a growing number of parents who are seeking to file a civil suit. Here's what we know about the ongoing investigation.

Three victims

At this stage of the investigation, three infants are victims of sexual assault, the Bobigny prosecutor's office told AFP.

One of them has not yet been identified. Their mothers have filed a complaint about the other two.

Contrary to initial rumors about the case, there is no racial connection: according to the prosecution, "one of the children is white, the other black."

During a hearing at the Paris Court of Appeal on August 14, the president outlined the acts committed against the babies, based on videos used by investigators.

In one video, the nurse places two fingers in a child's mouth. In another, a child's genitals are touched, "in the form of caresses" and pinching, according to the magistrate.

Who are the accused?

Following the revelations on social media, a 25-year-old woman, Juliette S., went to the police station to denounce herself and incriminate Redouane E., a former lover, now aged 28.

The latter was arrested at his home the next day.

They were both indicted on August 2 and placed under judicial supervision: Juliette S. for sexual assault on minors and capturing and distributing child pornography; Redouane E. for complicity in sexual assault, suspected of having been the instigator.

This nurse from the neonatal intensive care unit, which cares for babies born prematurely, has been suspended by the hospital group.

During the hearing at the investigating chamber of the Court of Appeal on their placement under judicial supervision, the president reported their statements made during the hearings.

Juliette S. said she acted at the request of Redouane E., who allegedly confessed to "fantasizing about children." The nurse reportedly expressed "regret," according to the president.

Redouane E. initially admitted to having requested videos involving sexual scenes from Juliette S., but denied the presence of children. According to the magistrate's report, he said he was "ashamed" and "aware of the seriousness of his actions."

Present at the hearing, Redouane E. became a father in August. He is prohibited from having contact with minors without the presence of a third party.

When did the events take place?

The events could have taken place between October 1, 2024, the date the two accused first contacted each other, and July 30, 2025, the day the nurse went to the police station.

It is therefore not excluded that there are other victims.

Seven families, whose children were hospitalized in the neonatal intensive care unit in 2024 and 2025, have requested to become civil parties, AFP learned from one of their lawyers, Besma Maghrebi-Mansouri.

Another lawyer announced to AFP that she had filed a civil action on Monday for six other families.

"My families want to know if their child could have been a victim and not have this question remain unanswered for the rest of their lives," said Myriam Guedj Benayoun.

Since Monday, she says she has been contacted by other families, for whom she will soon file civil action. "They all know this nurse," she says.

What does the hospital say?

In a statement released Wednesday, the Grand Paris Nord-Est territorial hospital group (GHT GPNE) said it "shares the emotion of the families who, through their lawyers, have criticized delays in the communication of medical records.

"The hospital management responds to requests for medical records in accordance with regulations and within the required timeframes," the management replied.

The hospital group also indicates that eleven families, potentially affected by the events, were met by representatives of the management.

"A listening unit has been in place since Tuesday, August 5 and responds to all requests from families," assures the GHT GPNE.
