France gets a new government

La France se dote d'un nouveau gouvernement

After nearly four weeks of negotiations led by Prime Minister Sébastien Lecornu, France formed a new government on Sunday, the third in a year, which, barely formed, is already under threat of being overthrown by left-wing and far-right opposition.

The Presidency of the Republic has unveiled a list of 18 ministers - others are to be announced after the Prime Minister's general policy speech scheduled for Tuesday afternoon - many of whom were already in the previous government of centrist François Bayrou.

This is particularly the case for Jean-Noël Barrot at Foreign Affairs, the leader of the Les Républicains party (LR, right) Bruno Retailleau, and Gérald Darmanin at Justice.

The surprise of this new government lies in the return of Bruno Le Maire, appointed to the Armed Forces, where he will succeed Sébastien Lecornu. Mr. Le Maire was Emmanuel Macron's long-serving Minister of Economy and Finance for seven years, from 2017 to 2024.

Macronist Roland Lescure has been appointed Minister of Economy and Finance. He will have the heavy responsibility of presenting a 2026 budget proposal acceptable to Parliament, at a time when the country's public finances are in dire straits, with a debt of €3.3 trillion, representing more than 115% of GDP.

The government, which has just been formed, is already threatened with collapse by the left and the far right.

The president of the far-right National Rally (RN) party, Jordan Bardella, mocked a government "composed of the last Macronists clinging to the Raft of the Medusa," while for Jean-Luc Mélenchon, leader of LFI (radical left), this "procession of ghosts (...) will not last."

- "Not a blank check" -

Like his two predecessors, Michel Barnier and François Bayrou, the new Prime Minister must navigate the fragmented political scene resulting from the legislative elections that followed the surprise dissolution of the National Assembly decided in June 2024 by the head of state.

The hemicycle is divided into three blocs (left-wing alliance/Macronists and centrists/far right); none has an absolute majority, which has plunged the country into chronic instability.

In office since September 9, Sébastien Lecornu, Emmanuel Macron's right-wing confidant, has held numerous consultations in an attempt to resolve the issue of an elusive majority and avoid falling at the next hurdle, the vote on the 2026 budget in the fall, as was the case for his predecessor François Bayrou.

But he only managed to painfully rally the central bloc (called the "common base"), a fragile alliance between the Macronists and the Republicans, which already made up the two previous governments.

Until the last moment, the divided Republicans maintained the suspense over their participation, ending up by acknowledging a "demanding" participation in the government.

"She is not a carte blanche," Senator Agnès Evren, the party's spokesperson, told AFP, adding that "there is no question of LR being on the side of the engineers of chaos."

In a letter sent overnight from Saturday to Sunday to the leaders of the common base, Sébastien Lecornu outlined some of the main thrusts of the policy he intends to pursue, such as focusing the budgetary effort "essentially on reducing public spending", or responding "to the demand for fiscal justice expressed by our fellow citizens".

Addressing LR in particular, he asserts that "everyday security and the fight against incivility will continue to be a major priority", as will the fight "against illegal immigration".

Despite Sébastien Lecornu's announcement that he would abandon Article 49.3 - an article of the Constitution that allows a text to be adopted without a vote - "we are heading straight for censure" if "the situation does not change," warned Socialist Party First Secretary Olivier Faure on Saturday.

To survive, the government will need to obtain, at the very least, a vote of no confidence from the Socialist Party (PS), which is essential to provide France with a budget for 2026, the preparation of which brought down the outgoing government, which had presented a €44 billion budget. LFI and the Ecologists have already announced that they will censure the government.

    Ayez parfois l'habitude d'aller dans leurs sites web specialement le fig- aro et surtout lisez leurs commentaires sous la rubrique Afrique, pour comprendre comment ces gens nous haïssent et nous prennent pour des moins que rien.
    Et ça me fend le Coeur de voir quand nos Gouvernants se comporter avec ces gens comme si tout est au rose .
