Macky Sall Outlines Three Imperatives for UN Reform

In his vision for a more effective United Nations (UN) aligned with contemporary realities, Macky Sall has highlighted three structural imperatives to guide its action: streamline, simplify, and optimize. This roadmap aims to be both pragmatic and ambitious, coming at a time when the organization is frequently questioned about its administrative burdens and on-the-ground effectiveness.

The first imperative—streamline—aims, in his view, to rethink resource use and avoid overlaps between different UN entities. "With a dense institutional architecture of specialized agencies, funds, and programs, the UN faces risks of duplication that can undermine the coherence of its action," he stated.

For Macky Sall, this means better organizing interventions by clarifying roles and strengthening complementarity between structures.

The second focus—simplify—"refers to the need to lighten procedures and make the organization more agile." In a world marked by urgent crises, conflicts, climate disasters, and health emergencies, response speed has become a crucial challenge.

A UN with simpler procedures would, he argues, be more reactive and closer to the needs of populations. "This simplification applies to decision-making mechanisms as well as funding channels and project implementation," he said.

Finally, the third imperative—optimize—emphasizes performance and impact. "Every action, every expenditure must be directed toward concrete and measurable results," he stressed.

Macky Sall insists on the need for transparent and rigorous management, where decisions directly address the expectations of member states. The goal is to ensure greater program effectiveness, particularly on the ground, while accounting for local realities.

Beyond these three pillars, the former Senegalese president is proposing a genuine transformation of the organizational culture. He calls for better coordination between agencies, funds, and programs to make UN action more coherent and transparent.
