Macky Sall à l'ONU
Continuing his address to member states at the United Nations, Macky Sall outlined a vision centered on restoring international trust and strengthening collective action. In a world marked by crises and divisions, he stated his aim to "ease tensions, reduce fractures, and restore hope" through a renewed multilateralism.
Drawing on the principles of the UN Charter, he projects himself as an impartial Secretary-General, "who speaks to everyone and listens to everyone." He presents himself as a bridge-builder between nations, cultures, and civilizations, working to bring together East and West, North and South.
At the heart of his approach is a more active preventive diplomacy. Macky Sall proposes strengthening early warning, mediation, and cooperation mechanisms, particularly between the United Nations and regional organizations. He also calls for a thorough review of the effectiveness of peacekeeping operations, while reaffirming the centrality of human rights.
"Human rights are universal and indivisible," he insists, encompassing both civil and political rights, as well as economic, social, and cultural rights. He reminds us that their protection rests on fundamental principles such as the rule of law and the demand for justice.
On the development front, the former Senegalese head of state warned of growing imbalances, environmental pressures, the unsustainable debt of many countries, and widening inequalities affecting young people and women in particular.
Drawing on his experience leading a developing country, he highlighted the limits of public financing and advocated for a model relying more on partnership, investment, and trade.
In this context, he mentioned the strategic role of the annual Financing for Development Forum held in New York, which brings together the United Nations, the Bretton Woods institutions, and the private sector, with the support of the Organisation for Economic Co-operation and Development (OECD).
According to him, this framework could become a major lever for improving access to credit, supporting growth, and promoting shared prosperity.
Macky Sall also established a direct link between development and migration, believing that better living conditions would help reduce irregular migration.
Finally, he argued for an ambitious internal reform of the UN. Transparency, rigor, and efficiency must guide the organization's actions. Three imperatives structure his vision: rationalize, simplify, and optimize. He called for better coordination between agencies, funds, and programs to avoid duplication and adapt interventions to realities on the ground.
In this transformation drive, he did not shy away from the sensitive issue of Security Council reform, which he hopes to see evolve on a consensual basis to strengthen its legitimacy, authority, and effectiveness.
"Evolving the United Nations also means reconciling them with their principles," he concluded, promising to "give his best" for a more coherent, fairer organization resolutely focused on the challenges of the 21st century.
