Trump présente une vision résolument nationaliste pour l'Amérique dans le monde

The Trump administration on Friday released a document outlining a decidedly nationalist "National Security Strategy," anticipating the "civilizational decline" of Europe and advocating the fight against "mass migration" and "American supremacy" in Latin America.

"In everything we do, we put America first," Donald Trump summarizes in a preface to the 33-page document, which urges "protecting the country against invasions."

But he also intends to put an end to "the era when the United States supported the entire world order, like Atlas" and claims to be turning the page on the decades following World War II.

"If current trends continue, the (European) continent will be unrecognizable in 20 years or less," he says, as relations between the United States and the European Union become strained against the backdrop of negotiations to end the war between Russia and Ukraine without active participation from the Old Continent.

The text confirms the broad outlines of American foreign policy since Donald Trump's return to the White House in January.

American presidents typically publish a strategic overview of this type at the beginning of each term. The most recent one, published by Joe Biden in 2022, emphasized gaining a competitive advantage over China while containing a Russia deemed "dangerous."

The news, available on the White House website, anticipates significant changes within the Atlantic Alliance.

- "Loss of European national identities" -

"It is more than plausible that, within a few decades at the latest, NATO members will become predominantly non-European," the text asserts.

"It is legitimate to wonder whether they will perceive their place in the world, or their alliance with the United States, in the same way as those who signed the organization's charter."

Washington denounces, in no particular order, European decisions that "undermine political freedom and sovereignty, migration policies that transform the continent and create tensions, censorship of freedom of expression and repression of political opposition, falling birth rates, as well as the loss of national identities (...)."

He expresses the wish that "Europe remains European, regains its confidence in itself on a civilizational level and abandons its fruitless obsession with regulatory asphyxiation".

Berlin reacted promptly through its foreign minister Johann Wadephul, who said that Germany does not need "advice from outside" on "freedom of expression" or "the organization of free societies".

The document, which skims over the strategy on Africa and the Middle East in just a few paragraphs, aims to reorient American diplomatic and military policy in light of global geopolitical developments, but above all of Washington's newly defined interests.

- "Border security" -

Highlighting efforts to increase American energy supply, the text argues that "America's historical reason for focusing on the Middle East will diminish."

He calls for "restoring American supremacy" in Latin America, and announces a "readjustment" of the American military presence in the world, "to respond to the urgent threats on our continent".

He also recommends "a distancing from theaters whose relative importance to American national security has diminished in recent years or decades."

Regarding China, the strategy reiterates calls for a "free and open" Asia-Pacific region, but places greater emphasis on economic competition.

Japan and South Korea are urged to do more to support Taiwan against Beijing. "We must encourage these countries to increase their defense spending, with an emphasis on the capabilities needed to deter adversaries" from attacking the island, the document states.

Furthermore, "the era of mass migration must end. Border security is the main element of national security," the document states, continuing its tightening of immigration policies.

"We must protect our country against invasions, not only against uncontrolled migration, but also against cross-border threats such as terrorism, drugs, espionage and human trafficking," he continued.

In the latest developments in Donald Trump's anti-immigration policy, the US Citizenship and Immigration Services (USCIS) announced the suspension of applications for "green cards" for permanent residents or naturalization from nationals of 19 countries.

They also reduced the duration of work permits for many categories of immigrants.
