Originally from California, Miller distinguished himself early on through his conservative activism, particularly during his studies. He then moved to Washington as a communications and political advisor, before becoming a close associate of Jeff Sessions. During Trump's first term (2017–2021), he played a central role in shaping landmark policies: stricter asylum laws, reduced refugee quotas, attempts to dismantle DACA, and the extensive use of executive powers.
