The case of suspected corruption, forgery of public documents and embezzlement of public funds surrounding rural electrification has reached a new stage.

In an official statement published on June 5, 2026, on its LinkedIn page, the financial prosecutor's office detailed the progress of the various legal proceedings that are shaking the company AEE POWER and its relations with the Senegalese Rural Electrification Agency (ASER).

According to the financial prosecutor, the case is now in the hands of an investigating judge.

In its press release, the prosecutor's office notes that on September 17, 2024, the administrator of the Spanish parent company, AEE POWER EPC SAU, filed a complaint with a civil claim before the senior investigating judge in Dakar. The complaint targeted the administrator of the local subsidiary, AEE POWER SENEGAL, the Project Manager of said company, and AEE POWER SENEGAL itself. The charges are: "Attempted fraud, forgery and use of forged administrative documents, and fraudulent practices."

Given the financial nature of the case, the senior investigating judge finally relinquished the case to the new financial prosecutor's office, which assigned it to an investigating judge on March 23, 2026.

A fake receipt for 918 million CFA francs

According to the financial prosecutor's office, in parallel with this internal conflict, the State of Senegal has entered into legal proceedings through the State Judicial Agent (AJE). An investigation was opened on January 6, 2025, by the Criminal Investigation Division (DIC).

The use of a false receipt for 918,339,800 CFA francs is at the heart of this investigation. This falsified document is alleged to have been used to register the initial contract between AEE POWER EPC and ASER.

Noting "obvious links of connection" between the internal fraud case and this alleged large-scale tax fraud, the financial prosecutor's office has referred the matter to the same investigating judge with a view to joining the two proceedings.

It was the amount of this fake administrative receipt that attracted the attention of the AJE.

Regarding the complaint filed by MP Thierno Alassane Sall, the financial prosecutor informs that the investigation conducted by the research section is continuing.
