Affaire ASER : Thierno Alassane Sall envisage de porter plainte en Espagne
"The ASER affair continues to expose the weaknesses of the Senegalese judicial and administrative system." While legal proceedings are multiplying nationally, Thierno Alassane Sall has announced he is considering filing a complaint in Spain, believing that "the use of funds involving foreign partners remains shrouded in mystery."
At the heart of the case are contracts linked to programs funded by Spanish donors, involving the Senegalese Rural Electrification Agency (ASER) and related projects affecting the craft sector. Despite successive administrative and judicial decisions, questions remain regarding the traceability of funds, the regularity of procurement procedures, and the responsibility of the various stakeholders.
For Thierno Alassane Sall, "this situation illustrates a deep-seated judicial malaise, marked by contradictory decisions and procedures whose concrete effect remains limited on the ground." Indeed, "the Supreme Court has ruled on certain aspects of the procedure, but the projects in question remain stalled. The Spanish lenders, citing the lack of clarity regarding the use of funds, are refusing any disbursement until these uncertainties are resolved," he told the press.
This, he continued, has resulted in "programs being frozen for over a year, to the detriment of the beneficiary populations and local artisans." "Whatever decision is reached, it will remain ineffective until the partners are certain that the funds have been used in accordance with the commitments," the former minister maintained.
The choice of resorting to international action
Faced with what he considers a national impasse, Thierno Alassane Sall is no longer ruling out legal action in Spain. This move, he says, aims to guarantee the independence of the investigations, but also to reassure donors and restore the credibility of Senegalese institutions.

A noter qu'au Sénégal, il n'a jusque là rien dit, en terme d'accusation. Il demande des éclaircissements. Maintenant, s'il se tourne vers l'Espagne, est-ce qu'il osera demander des clarifications là-bas ? S'il compte déposer plainte en Espagne pour accuser quelqu'un d'un délit, pourquoi ne le fait-il pas au Sénégal ?
