Blanchiment à 100 millions FCFA : assurance-vie piégée, le stratagème de "MAXI" mis à nu
In its 2024 report, the National Financial Information Processing Unit (CENTIF) revealed a new case revealing the risks associated with certain financial products. A transaction involving a life insurance policy taken out by a businesswoman highlights a sophisticated mechanism designed to make funds of dubious origin appear legitimate.
According to CENTIF, on December 29, 2023, the person identified as Ms. Vert took out a life insurance policy called “Capital Plus” at a bank branch. The initial deposit amount was 100 million CFA francs. These funds came from two transfers of 50 million CFA francs each, made in September 2023 by Mr. Bleu, her father and general manager of the company MAXI where she is employed.
A few months later, the woman redeemed the entire policy, recovering her initial capital with a marginal gain. Investigators considered this transaction unusual, as life insurance policies are generally intended for long-term investments.
The murky origin of the funds...
Analysis of the woman's bank account revealed frequent and irregular cash deposits, sometimes made by third parties, in addition to transfers from her father. His bank account, for his part, recorded flows estimated at 1.864 billion CFA francs.
The investigation also uncovered suspicious transactions within MAXI, including cash transactions involving another intermediary. According to CENTIF, these transactions suggest the misappropriation of the company's corporate funds for the benefit of its manager.
A disguised money laundering mechanism…
According to the CENTIF report, the pattern followed is clear: the method consists of diverting funds from the MAXI company to Mr. Bleu's personal account. The money is then transferred to Mrs. Vert in the form of bank transfers. She then takes out a life insurance policy to make the sums appear legitimate. She anticipates the redemption of the policy in order to reintegrate the funds into the banking system by "laundering" them.
Beyond money laundering, the CENTIF specifies that this arrangement highlights an abuse of corporate assets, due to the use of MAXI's resources for personal purposes; possible tax fraud, given the opacity of the flows; and a usurpation of life insurance as a tool of concealment, diverted from its primary purpose.
Legal action initiated ...
In light of these serious indications, the case has been referred to the appropriate judicial authority. Prosecution could be initiated against the woman and, in particular, against her father, the alleged main instigator of the scheme.
