Bras de fer autour de l'inculpation de Moustapha Diop dans l’affaire Tabaski Ngom : Le parquet financier remporte la bataille
More than nine months after the outbreak of the alleged embezzlement case at the Agency for the Development and Promotion of Industrial Sites (Aprosi), former minister and mayor of Louga, Moustapha Diop, will finally be questioned in the case. The financial prosecutor's office won the legal battle surrounding his indictment. The investigating judge of the first chamber of the Financial Judicial Pool had initially declared himself incompetent, arguing that Moustapha Diop still held ministerial positions at the time of the alleged events. This falls under the jurisdiction of the High Court of Justice.
Dissatisfied, the Attorney General had appealed the indictment of the mayor of Louga. However, on July 30, 2025, the Financial Indictment Chamber of the Dakar Court of Appeal overturned this decision, following the prosecution's recommendation, and ordered the indictment of the former minister. The judge decided to implement the Court of Appeal's recommendations. The investigating magistrate will now proceed with the indictment. This Thursday, October 30, Moustapha Diop's lawyers received their summons for November 6, 2025, regarding his appearance before the presiding judge of the Financial Judicial Pool.
Detained in connection with the Force Covid-19 funds case, the former minister will be taken from prison to be charged and a new arrest warrant is expected to be issued against him.
Tabaski Ngom, a treasury inspector, was remanded in custody in January 2025 for embezzlement amounting to 743 million CFA francs. The accused has always maintained that she acted under the influence and manipulation of Moustapha Diop.

Trop de procédures républicaines pour des gens qui se sont toujours foutu de la république. Rappelez-vous qu'il s'agit de quelqu'un qui avait renvoyé de son bureau des magistrats venus l'auditer, avec l'argument qu'ils sont des vauriens. Et on perd du temps à vouloir respecter toutes les procédures de la république pour lui.

Elle prend des centaines de millions qu'elle met à la disposition d'un Ministre Maire pour les besoins de sa camp législative et des gens terribles en légèreté trouvent qu'il ne devait pas être arrêté. L'argent public volé au Trésor en pertes et profits et une presse irresponsable voire corrompue ce matin lui sert d'avocats.

Le parquet financier a remporté la bataille parce qu'il s'agit d'actes détachables de ses fonctions ministérielles. C'est approximativement du droit administratif
Il reste évident que l' ex ministre Moustapha Diop a une lourde responsabilité dans le carnage financier, c'est la conviction des juges en charge de ce dossier, d' où la décision de l' installer dans la procédure en l' inculpant.
moustapha diop a insulté et éconduit des magistrats dans l'exercice de leurs missions de controle, cela en tant que citoyen trés ordinaire m'est resté au travers de la gorge.
