Conseil constitutionnel : comment Ousmane Diagne a été choisi
Officially appointed on Monday, July 13, to head the Constitutional Council for a single six-year term, former Minister of Justice Ousmane Diagne succeeds the late Mamadou Badio Camara. However, this choice was not a mere formality: it is the result of a particularly rigorous selection process led by President Bassirou Diomaye Faye, as revealed by L'Observateur in its edition the following day.
A highly selective "shortlist" of senior magistrates
To replace the late Mamadou Badio Camara, Ousmane Diagne was competing with four other senior magistrates, according to the same source, citing its informants. The shortlist submitted to the Head of State included, notably, two former presidents of the Supreme Court, a public prosecutor, and a sitting member of the Constitutional Council.
A profile that complies with the requirements of the law
The newspaper explains that President Bassirou Diomaye Faye ultimately chose Ousmane Diagne, whose background fully met the criteria set by the organic law governing the high court. A former Attorney General at the Dakar Court of Appeal and First Advocate General at the Supreme Court, he fulfilled the required conditions before being received in audience by the Head of State and then officially appointed.
The newspaper of the Future Media Group also recalls that Ousmane Diagne held the position of Minister of Justice from April 2024 to September 2025. His time in government was notably marked by the creation of the Financial Judicial Pool (PJF), which became a pillar of the accountability policy, as well as by the launch of several investigations into the management of public funds.
