Affaire Daha Diallo : Un collectif dénonce «une détention arbitraire» et interpelle les autorités
In a press release made public, the Justice for Daha Diallo Collective alerts national and international opinion to what it calls "prolonged arbitrary detention" targeting this Senegalese Treasury controller, who has been imprisoned since September 25, 2024.
According to the document, the case originated with a preliminary report from the General Inspectorate of Finance concerning an audit conducted in 2017, when the individual in question was working as an accounting officer at the Observatory for the Quality of Financial Services (OQSF). The group highlights a major irregularity: this report was allegedly never served on Daha Diallo, contrary to established procedures. Furthermore, his arrest was reportedly based on this preliminary document, not on a final report, which, according to his supporters, weakens the legal basis for the prosecution.
Since his detention, Daha Diallo has reportedly been held in pretrial detention between Rebeuss prison and the Special Pavilion, without a substantive hearing. The collective considers this situation "alarming," citing a violation of fundamental rights, including the right to a fair trial and to be tried within a reasonable time.
After more than nineteen months of detention, the signatories of the statement denounce a worrying drift within the judicial system. They point to the lack of substantive questioning, the exceeding of reasonable time limits for trial, and a violation of the principle of the presumption of innocence. The Judicial and Financial Pool (PJF), in charge of the case, is also criticized for its practices, which are regularly accused of favoring excessive pretrial detention.
