[Exclusif] Haute Cour de Justice : Ndéye Saly Dieng blanchie
The investigating committee of the High Court of Justice has just ruled on the case concerning the former Minister of Women, Family, Gender, and Child Protection, Ndéye Saly Dieng. According to exclusive information obtained by Seneweb, under the leadership of the First President of the Dakar Court of Appeal, Abdoulaye Ba, the committee issued a dismissal order against Ndéye Saly Dieng. This final ruling was notified on March 3, 2026, to her lawyers, Souleymane Soumaré, Sally Mamadou Thiam, and others.
Ndéye Saly Dieng was charged and placed under judicial supervision on May 19, 2025, for the alleged embezzlement of 52 million FCFA in connection with the management of Covid-19 funds. She had deposited the sum of 57 million FCFA to benefit from provisional release.
This ruling is the third issued by the High Court of Justice's investigating committee. Indeed, on January 7, 2026, President Ba and his team definitively resolved the cases of former ministers Aïssatou Sophie Gladima and Ismaïla Madior Fall, who were referred to the trial court. Thus, of the five cases opened following the indictments, three have been definitively resolved by the committee. The cases of former ministers Moustapha Diop and Mansour Faye remain. Both men were also indicted in the investigation concerning the COVID-19 Relief Fund. The mayor of Saint-Louis, Mansour Faye, was granted provisional release during the investigation, following serious challenges. As for the member of parliament and mayor of Louga, Moustapha Diop, he remains in detention.
A new case is on the horizon…
Following this initial wave of indictments, the High Court of Justice is preparing to receive another case. On February 10, 2026, the Bureau of the National Assembly, at the request of the Minister of Justice, Yacine Fall, initiated the indictment proceedings against former ministers Abdoulaye Diouf Sarr and Moussa Bocar Thiam. However, in the case of Abdoulaye Diouf Sarr, former Minister of Health and Social Action, the National Assembly suspended the session pending further submissions.
Regarding Mr. Moussa Bocar Thiam, former Minister of Communication, Telecommunications, and the Digital Economy, the members of parliament adopted a resolution on February 27, 2026, indicting him. He is accused of criminal conspiracy, embezzlement of public funds, and money laundering.
In accordance with procedure, the National Assembly must immediately notify the Attorney General at the Supreme Court. The latter will then, as soon as possible, contact the chairman of the investigating committee to summon former minister Moussa Bocar Thiam, who will be required to provide an explanation regarding the development of the "Senegal Connect Park" digital technology park.
