Faits de terrorisme : le guide religieux Cheikh Allassane Sène démonte l’accusation, le procureur demande son acquittement
The Dakar Criminal Court heard a terrorism case on November 21, 2025. Among the defendants were religious leader Cheikh Alassane Sène, residing in Ouest-Foire, and Salif Hamady Ba, also known as Hamdel, Johnny, and Abdou Aziz, residing in Cité Fadia. They were charged with criminal conspiracy, making death threats, and committing acts of terrorism through intimidation and threats.
Arrested in 2015 following a message sent to the Senegalese authorities, they spent 13 months in detention before being granted provisional release. At the trial this Friday, only Cheikh Alassane Sène appeared. Hamady Ba was tried in absentia.
The prosecution alleges that the events date back to January 15, 2015. The Commissioner, Head of the Criminal Investigations Division (DIC), was instructed by the police hierarchy to investigate a message sent between 8:45 p.m. and 9:56 p.m. from an Orange mobile number to the Minister of the Interior and Public Security and the Director of the National Police. The message read:
"Peace be upon you, enemies of Islam. You have made serious mistakes in the Charlie Hebdo affair. You are pushing us to act in Senegal in the name of Islam. We are 19 members of Al-Qaeda already in Dakar. We are monitoring you closely, both inside and outside the country. The threat concerns you, your children, you, and your president."
The investigations, including the requisitions and the IMEI of the device used (355725058105850), sent to the various operators, revealed that the device used to send the incriminating SMS messages had started working again and had been supporting a SIM card linked to the number 77… since February 5, 2015, subscribed in the name of Diary Dia, a fish seller residing in Malika, near the Abdou Ngom mosque.
When apprehended in possession of the device containing the incriminating message stored in its memory, Ms. Diary Dia stated that she had received the device from her cousin, Salif Hamady Ba, the day before she began using it. She explained that she had gone to his home in the Cité Fadia neighborhood to request financial assistance. When questioned, Salif Hamady Ba denied giving her the phone and maintained that he had not seen her for over a month.
When confronted, Diary Dia recanted, stating that she had bought the device at the Thiaroye market from a stranger for 6,000 francs on February 9, 2015. However, confused by the fact that she had started using the phone a few days earlier, she ultimately maintained her initial version, citing Ms. Daro Mané, Salif Hamady Ba's housekeeper, as a witness to the handover of the device. Ms. Mané confirmed this.
The search carried out at Cité Fadia, at the home of Salif Hamady Ba, led to the discovery of an Orange SIM card series no. 511382261, bearing the number 78…, which was used to send the incriminating message.
Faced with this evidence, Salif Hamady Ba admitted to giving the phone to Diary Dia, specifying that he had received it from Cheikh Alassane Sène, also known as Allou Sène. He explained that he went to Sène's home at the request of Pape Samba Diop, the President's Chief of Protocol, to ask him to stop attacking the President. According to Ba, Cheikh Alassane criticized the President for participating in the march organized after the Charlie Hebdo attack and for traveling to Algeria with "infidel" marabouts, and had written an article on Dakaractu attacking him.
He adds that after sending the message, Alassane Sène gave him the phone and delivered it to his home in his vehicle, accompanied by his driver and chamberlain, Malick Sow. He maintains that he doesn't know the actual content of the message, being illiterate in French, specifying that it was Abdourahmane Kane who wrote these messages.
When questioned about these allegations, Sheikh Alassane categorically denied giving the phone or being the author of the incriminating message. He did, however, acknowledge meeting Salif Hamady Ba on January 21, 2015, at 1:00 a.m., when Ba came to his home to ask him to stop attacking the head of state. He also stated that he had not been to Salif Hamady Ba's home since 2011. During the preliminary investigation, both men maintained their accounts when confronted.
During questioning, Malick Sow stated that he knew Salif Hamady Ba and had visited his home twice, but he categorically denied dropping him off in the company of Sheikh Alassane. He claimed not to have returned to Salif's house for approximately four years.
For his part, Abdourahmane Kane acknowledges knowing Salif but denies writing messages to him, specifying that he himself is illiterate in French.
Analysis of Sheikh Alassane Sène's phone records, across his three numbers, during the evening of January 15, 2015, failed to establish his presence at the location from which the messages were sent. No location data for his communications was found in that area between January 10 and 20. On the contrary, his calls were geolocated to the CICES (International Center for Foreign Trade of Senegal) at the time of transmission.
However, calls made and received by Salif Hamady Ba's number were relayed by the same BTS antennas, within the same time frame, with a perfect match between his location and that of the phone used. When questioned about this coincidence, he stated that he could not provide any explanation.
In court, Cheikh Alassane Sène firmly rejects all accusations:
“I was surprised to hear my name mentioned in this story. I didn’t have the phone numbers involved. I didn’t even know who the Minister of the Interior was at the time. Yes, I published on Dakaractu, but it wasn’t a threat,” before adding:
"The message contained a lot of mistakes. I'm a poet, I would never write that."
He continued:
“I never gave him that phone. Amady Ba can’t write a structured message. During the confrontation, he said he was helped by his cousin,” Allassane stated, before accusing:
"They tried to trap me from the Presidential Palace because I was outspoken. I was asking President Macky Sall to reimburse me for the money I had lent him during the presidential campaign."
He concluded: "I am not the author of the message. At the time of sending, I was in contact with my father. They want to silence me."
In its observations, the prosecution expressed doubts about the involvement of the religious leader and requested the outright acquittal of Sheikh Alassane Sène.
Regarding Salif Hamady Ba, the prosecution requested that the charge of death threats, initially brought against him, be reduced to threats without orders or conditions. The prosecution asked that Hamady be found guilty in absentia of a terrorist act by threat and requested a 10-year prison sentence.
Alpha Diallo, standing in for Abdy Nar Ndiaye, argued for the acquittal of Cheikh Alassane Sène, maintaining that his reputation had been tarnished based on mere suspicion. Moussa Cissé expressed agreement with the prosecution, supported by Famara Mané, who accused Amady Ba of acting in bad faith and attempting to implicate his client to exonerate himself.
The case has been adjourned for deliberation until December 19, 2025.
