Longues détentions préventives : Ousmane Diagne dévoile les chiffres et promet des réformes
During the plenary session of August 26, 2025, devoted to the examination of the bill on the status and protection of whistleblowers, the Minister of Justice, Ousmane Diagne, spoke about long periods of pre-trial detention, a major challenge for the Senegalese judicial system. He recalled the legal provisions in force: "In correctional matters, any person placed under arrest warrant must be tried within a maximum period of six months. In the absence of a referral order, the detainee must be released."
To support his remarks, the minister shared updated data: as of August 18, 2025, 547 people, or 3.58% of the 15,267 detainees in Senegal, have been in pretrial detention for more than three years. He specified that the average length of these detentions is now one year, reflecting, according to him, the progress made. The Minister of Justice emphasized that this problem had been addressed during the Assises de la Justice in May 2024. He assured that structural reforms are underway to reduce delays and ensure respect for the rights of detainees. "This is a major concern, and we are working on solutions to speed up procedures," he declared.

Pour étayer ses propos, le ministre a partagé des données actualisées : au 18 août 2025, 547 personnes, soit 3,58 % des 15 267 détenus au Sénégal, sont en détention préventive depuis plus de trois ans. Il a précisé que la durée moyenne de ces détentions est désormais d’un an, reflétant, selon lui, les progrès réalisés.
