As part of the examination of draft law no. 09/2025 establishing and setting the rules for the organization and operation of the National Observatory of Places of Deprivation of Liberty (ONLPL), Minister Yacine Fall answered questions from members of parliament on Monday, February 16, at the National Assembly of Senegal.

Regarding the case of the death of student Abdoulaye Bâ, Yacine Fall assured that the ministry will report to the people and ensure the proper administration of justice.

Furthermore, she emphasized the role of the National Observatory for the Fight Against Deprivation of Liberty (ONLPL), which, according to her, will have access to all detention facilities, guaranteeing comprehensive monitoring of places of detention. The minister announced the installation of mechanical or electronic devices at prison entrances to screen detainees without infringing on their dignity. "We no longer have to undress them completely," she clarified, adding that these technologies will make it possible to detect any dangerous objects or weapons while respecting the physical integrity of prisoners.

Combating torture and protecting whistleblowers

Yacine Fall urged the public to report any acts of torture they witness. She promised protection to witnesses and whistleblowers, reminding them that Senegalese and international laws prohibit torture and that the Observatory would be responsible for enforcing this prohibition.

To alleviate prison overcrowding, the Minister of Justice announced the construction of new prisons and the implementation of alternatives to incarceration. She also plans workshops with stakeholders and the implementation of activities to keep inmates occupied, improve their living conditions, and increase their food allowance.

According to Justice Minister Yacine Fall, the National Observatory of Detention (ONPL) plays a central role in monitoring and controlling places of detention, contributing to increased transparency, protecting the rights of detainees, and preventing abuses. This bill aims to modernize the Senegalese prison system and bring prison management closer to international human rights standards.
