The Minister of Justice, Yassine Fall, announced the opening of a judicial inquiry to establish the exact circumstances of this death. This announcement was made during the plenary session on Monday, February 16, 2026, for the examination of the draft law establishing the National Observatory of Places of Deprivation of Liberty.

“Beyond physical violence, torture can also manifest itself in more insidious forms, notably through inhumane living conditions, prison overcrowding, or lack of access to healthcare,” the report states. The future Observatory will be tasked with preventing these practices by conducting regular visits to places of detention and formulating recommendations for the relevant authorities. This preventative approach marks a significant shift, prioritizing the anticipation of violations rather than simply punishing abuses.

The fight against torture and inhuman or degrading treatment forms the basis of the bill establishing the National Observatory of Places of Deprivation of Liberty. This reform reflects the authorities' commitment to strengthening the protection of the fundamental rights of detainees and to complying with the country's international obligations. Parliamentary debates were marked by a sensitive context, particularly following the death of a student at Cheikh Anta Diop University in Dakar, an event that reignited concerns about the existence of alleged torture practices in certain detention facilities.
