Scandale des bracelets électroniques : ce que l’enquête a révélé sur ce marché de plus de 11 milliards F CFA
The prosecutor's office of the Financial Judicial Pool (PJF) has opened a judicial investigation into the electronic bracelets case, a multi-billion CFA franc contract awarded by the Ministry of Justice under the mandates of former ministers Malick Sall and Ismaïla Madior Fall.
Les Échos, which is reporting the information, specifies that the investigation concerns two contracts, each for 1,000 electronic bracelets, for a total amount exceeding 11 billion. Initial investigations have reportedly uncovered several alleged irregularities, including "the non-receipt of all the equipment ordered by the prison administration," "technical malfunctions" affecting some of the equipment, and questions about payments made to the winning bidder, CCDOC SA.
The newspaper reports that several officials have already been questioned by investigators from the Criminal Investigation Division (DIC), tasked with shedding light on the awarding and execution of these contracts. Among the irregularities uncovered are a "start-up advance of 1.377 billion that was allegedly not allocated to services rendered," as well as expenditures of "210 million allocated to training courses whose beneficiaries and content remain to be specified."
According to the same source, the findings of the investigation could lead to prosecutions targeting several former officials if the irregularities observed are confirmed.
