Human trafficking and fraud: Three individuals brought before a judge after the dismantling of a QNet network

Traite de personnes et escroquerie : Trois individus déférés après le démantèlement d'un réseau QNet

The National Division for Combating Migrant Smuggling and Related Practices (DNLT) announced the referral of three individuals to the Public Prosecutor at the High Court of Mbour. They are being prosecuted for complicity in human trafficking, fraud, and criminal conspiracy, following the dismantling of a QNet-type network in Ndiakhirate on October 27, 2025.

The investigation was triggered by a complaint filed by a foreign national at the Blaise Diagne International Airport (AIBD) Special Police Station. The victim stated that she had been tricked by a QNet-type scheme under the pretext of a promise of travel to England.

Under this promise, the scammers convinced her to come to Senegal to receive the necessary documents, extorting from her the sum of nine hundred thousand (900,000) CFA francs, with the promise to complete the remaining one million three hundred thousand (1,300,000) CFA francs once the trip was completed.

Upon arriving in Dakar, the victim discovered the deception. She began to protest vehemently in the house of the criminals in Ndiakhirate, where there were already more than twenty people of foreign nationality, including women and infants.

Trying to get rid of her before she exposed their activities, the criminals took her to the airport under the pretext of traveling with her. It was at the Blaise Diagne International Airport (AIBD) that the woman was able to alert the police, leading to the arrest of the first member of the network.

Dismantling and Operating Procedure of the Network

Following this initial arrest, DNLT officers conducted a raid at the network's hideout in Ndiakhirate, where they arrested two more members of the network. The "ringleader," however, managed to escape after the arrest triggered an alert at the Blaise Diagne International Airport (AIBD).

People found at the scene revealed that they had been recruited under false promises, including that of a supposed football school called “AJEL of Rufisque”.

The network's modus operandi was typical of pyramidal recruitment:

Paid membership: The system required the purchase of an item (pendant or biohazard) with a minimum value of 550,000 CFA francs to join.

Earnings per Recruitment: This membership allowed the recruiter to obtain a gain of between 60 and 100 euros per new recruit.

Targeting: The victims were mainly nationals of Guinea Conakry, Congo and Ivory Coast.

The three individuals arrested will have to answer for their actions before the High Court of Mbour.
