Assemblée générale de l’UMS : Ousmane Diagne expose son plan de modernisation de la justice
During the General Assembly of the Union of Magistrates of Senegal (UMS), held this Saturday, August 9, 2025 in Dakar, the Minister of Justice, Ousmane Diagne, presented an overview of the judicial system and announced major projects for its modernization.
The Minister of Justice recalled that the 2024 edition of the National Dialogue Day, initiated by the President of the Republic, focused on the reform and modernization of the justice system. "These meetings, bringing together more than 400 participants, reached a consensus on the need to strengthen the sector's human, financial, and infrastructure resources," he said.
Despite budgetary constraints, Ousmane Diagne assured that the Judicial Training Center (CFJ) will maintain its usual quota for recruiting judicial auditors. He announced the construction, in Sébikotane, of a new training institute for magistrates and other legal professionals, on a 6-hectare site, to increase training capacity.
The minister unveiled an ambitious program to equip the courts, with deliveries planned before the end of 2025. "For the first time, a budget of 750 million CFA francs has been allocated to a five-year dematerialization project, led by the Directorate of Dematerialization and Automation," he said.
As part of the Judicial Infrastructure Modernization Program (PROMIJ), several courthouses, notably in Pikine-Guédiawaye, Rufisque, Fatick, Diourbel and Thiès, were completed between late 2024 and early 2025. "Although this program is experiencing a slowdown due to legal adjustments, it aims to eventually cover all regional capitals and the majority of departments," added Ousmane Diagne.
While deploring the state of destitution of certain jurisdictions, the minister reaffirmed the government's commitment to providing the Senegalese justice system with resources commensurate with its role in consolidating the rule of law and equitable access to justice.

un budget de 750 millions de FCFA est alloué à un projet de dématérialisation sur cinq ans, piloté par la Direction de la dématérialisation et de l’automatisation mais ce le directeur est un escot c est un membre de l apr de Bambilor et un gars obsédait par la argent et il bluffe aucune compétence il des PowerPoint et il se dit informaticien et son équipe se cache dernier les diplômes de certain professeur d 'université et je vous pari d'ici 5 ans aucune solution ne naitre😰
