Fonds d’appui à la presse : Un blocage « injustifiable », selon Bara Ndiaye
In a recent column, journalist and analyst Bara Ndiaye warned of the freezing of the Press Support and Development Fund, believing that this prolonged suspension constitutes a serious attack on the vitality of the media sector in Senegal. He called on the authorities to respond urgently.
"It is urgent that the Press Support and Development Fund be made available. Its suspension, whatever the justification given, is unjustifiable," he declared from the outset.
Established as part of a reform carried out by the previous regime, this fund aimed to modernize and rationalize public aid to press organizations, which had previously been allocated in an opaque manner.
The government therefore has an obligation to make this fund accessible to professionals in the sector. And this must be done in accordance with the fundamental principles of public management. "Transparency, fairness, and efficiency must guide the distribution of resources."
Faced with the recurring blockages and the lack of visibility, one avenue deserves serious consideration. "It may be time to entrust the management of the fund to an independent entity, in close collaboration with the Ministry of Communication."
The idea of increased control over resource use poses no problem. On the contrary, it is desirable. "Control is legitimate, but blocking is not. The sector expects more commitment from the government, not less."
