Réforme des médias : Tafsir Thioye pointe des « failles juridiques » dans le projet du CNRM
During a plenary session on Tuesday, March 3, dedicated to examining the draft law establishing the National Media Regulatory Committee (CNRM), MP Tafsir Thioye raised several inconsistencies and ambiguities in the text. The parliamentarian questioned the legal coherence of the draft. "The explanatory memorandum refers to a revision, but at the same time, it speaks of a repeal," he noted, arguing that the very wording of the text is problematic. According to him, this ambiguity could weaken the interpretation and application of the law, creating confusion about the true scope of the reform.
Another sensitive issue is the institutional anchoring of the future body. Tafsir Thioye believes that the CNRM's affiliation with the Presidency of the Republic should be reviewed. In his view, this link could pose a problem of financial and institutional autonomy. "Otherwise, it will create a problem of autonomy," he warned, arguing that a regulatory authority must enjoy clear independence, both administratively and budgetarily.
The MP also addressed the future Council's financial resources, arguing that their management and origin must be clarified to avoid any suspicion or dependence. The text also includes a jurisdiction over social media, an objective that Tafsir Thioye considers ambitious but complex to implement.
Regulating social networks, he stressed, will not be easy, given their transnational nature, the multiplicity of platforms and the technical and legal limitations in terms of content control.
In response to these concerns, the MP announced his intention to propose amendments. His objective, he explained, is to strengthen the legal coherence of the text and guarantee genuine autonomy for the future regulatory body.
