Union des radios communautaires du Sénégal : Talla Dieng reconduit pour 3 ans

The General Assembly for the renewal of the governing bodies of the Union of Community Radios of Senegal was held in a context marked by significant challenges for community media in Senegal. Organized in accordance with the organization's statutes, this triennial meeting allowed members, from different regions of the country, to evaluate the actions undertaken, review the past term, and define strategic directions for the coming years.

At the conclusion of the proceedings, Talla Dieng was re-elected as president of the organization, reflecting the members' renewed confidence in his leadership. The re-elected president emphasized that this general assembly was much more than a mere administrative formality. In his view, it represented a crucial moment for internal democracy, transparency, and accountability to the members. Participants reviewed the technical and financial reports submitted within the regulatory deadlines. Discussions focused on evaluating activities, adopting reports, and renewing the executive committee and board of directors, as well as appointing new focal points.

The results were deemed encouraging.

After three years in operation, those in charge consider the overall results to be positive. Among the major achievements is the improvement of infrastructure, with the acquisition of a functional headquarters, a symbol of the organization's institutional strengthening. This development contrasts sharply with previous conditions characterized by precarious workspaces. The establishment of a community television station also represents a significant step in diversifying the network's media platforms. Furthermore, the organization has secured funding to support several community radio stations facing persistent financial difficulties. This support has enabled the continued operation of numerous stations located in rural or isolated areas, where economic opportunities remain limited. Today, the network comprises approximately 138 community radio stations spread across the country, confirming their strategic role in disseminating local information. Community radio stations occupy a unique place in the Senegalese media landscape. They constitute a major tool for democratizing access to information, particularly through the use of national languages and their proximity to the populations.

These media outlets not only disseminate local information but also contribute to raising awareness on issues related to health, education, citizenship, the environment, and local economic development. For stakeholders in the sector, community communication represents a genuine driver of social and cultural development. Despite this progress, several major challenges remain. Economic vulnerability remains the primary difficulty, particularly in rural areas where funding sources are scarce. The rapid evolution of information and communication technologies also requires community radio stations to adapt to new digital broadcasting methods. This transition necessitates significant investments in equipment, technical maintenance, and staff training. Furthermore, stakeholders in the sector advocate for a modernization of the regulatory framework, as some existing regulations are considered ill-suited to the current realities of the media landscape.

Representing the Ministry of Communication, Amadou Kanouté, head of the press and information division, commended the organization's achievements and the spirit of unity that characterizes community radio stations. He reiterated that the authorities fully recognize the strategic role of these media outlets in democratizing information and promoting national languages. In this context, reforms are underway, including the revision of the Press Code and its implementing regulations. These reforms are expected to contribute to strengthening the economic viability of community radio stations, improving their access to advertising, and consolidating the press development support fund. Through this general assembly, the organization reaffirms its ambition: to consolidate its achievements, strengthen internal cohesion, and establish community radio stations as a lasting pillar of media pluralism and local development in Senegal.
