Abass Fall : « Notre indépendance n’a pas été suivie d’une souveraineté réelle »
In Dakar, during the conference hosted by Pascal Boniface and Ousmane Sonko, the mayor of the Senegalese capital delivered a straightforward plea for full and complete African sovereignty.
In his address, Abass Fall offered a stark assessment: “African countries gained independence following periods of political domination, but this independence was not followed by genuine sovereignty.” According to him, this reality is evident in several key sectors. “In many areas—economic, monetary, security, and cultural—our countries remain dependent,” he emphasized.
The mayor of Dakar highlighted the complexity of this dependence, which is not limited to external relations. It is, he said, "sometimes linked to inherited systems, sometimes to external partners, and sometimes even to our own internal weaknesses." This diagnosis echoes a growing debate on the continent, where the question of sovereignty now goes beyond mere political independence. Faced with this situation, Abass Fall observes the emergence of a new dynamic driven by African elites. "A new generation of African leaders, intellectuals, and citizens now harbors a clear ambition: that of sovereignty," he stated. But he clarifies that this sovereignty should not be confused with isolationism. "It is not a sovereignty of isolation, but a sovereignty of self-assertion." This self-assertion, according to him, relies on several fundamental levers: the affirmation of African identity, the defense of the continent's interests, and above all, the capacity to make free decisions.
For Abass Fall, sovereignty means above all regaining the capacity for autonomous action. "Being sovereign means being able to freely choose one's partners, refusing to be passive, and becoming fully in control of one's own destiny," he insisted. He believes that Africa is at a decisive turning point. "Africa is now in a new era," he declared, before adding, "an era in which it can no longer be passive."
