Acte IV de la décentralisation : Kaolack en quête de ressources et de co-gestion
Kaolack hosted the 9th stage of Act IV of decentralization. Two days of consultations highlighted the limitations of the current model and the needs of local communities. The unanimous assessment pointed to a lack of resources and room for maneuver as a major obstacle to achieving tangible results for the population.
Minister Moussa Balla Fofana is therefore calling for a break with overly administrative decentralization and for truly territorialized local governance, based on appropriate financing, public-private partnerships and innovative mechanisms for resource mobilization.
The discussions also highlight territorial inconsistencies and the need to pool efforts between neighbouring communities to carry out structuring projects at the scale of territorial hubs.
The findings will inform the national report and the public policy document on Act IV, with the concrete objective of equipping communities for sanitation, living environment, local economic development, education and climate adaptation, by bringing the State closer to citizens in the territories.
