The examination of the bill amending article 319 of the Penal Code in the National Assembly was marked by a sharp rebuke from the Minister of the Interior, Bamba Cissé, to the deputy Thierno Alassane Sall, who had announced that he would not vote for the text.
Speaking during the debates, the minister first hailed what he considered an important moment for the country. "This is a historic day and a historic law. I am honored to represent Ms. Yacine Fall, who is currently on a mission abroad," he declared before the members of parliament. But the minister immediately expressed his regret regarding the position of the leader of the Republic of Values party.
"I have one regret, Thierno Alassane Sall. You announced that you were not going to vote for the law. I ask you directly: are you against zoophilia and necrophilia, yes or no?" he said, provoking strong reactions in the chamber.
A questioning of the MP's "Values"
According to him, it is difficult to understand how a political leader who claims to uphold republican values could refuse to support a text that, according to its proponents, strengthens the legal framework. "How can one not vote for such a law and be in a party that calls itself the Republic of Values?" he insisted.
In a tone that mixed criticism and irony, the minister added: "If I had the authority, I would have summoned you to the ministry to discuss the name of your party."
An advancement of the criminal justice system
For Bamba Cissé, the bill represents a significant step forward in the country's criminal justice system. He emphasized that the text introduces new offenses that were not previously included in the Penal Code.
Considering the MP's approach contradictory, the minister finally invited Thierno Alassane Sall to reconsider his position during the vote, in a context where the debate around this reform continues to generate strong political and societal tensions in Senegal.
