Articles L29 et L30, caisses noires et... : Diomaye Faye - Ousmane Sonko, la guerre est déclarée
According to Walfadjri, citing its sources, the political standoff between President Bassirou Diomaye Faye and his Prime Minister Ousmane Sonko is expected to intensify. The newspaper reports that following the launch of the "Diomaye-President" coalition, supporters of the Pastef leader have initiated a counter-strategy based on three pillars: legislative, financial, and political.
The legislative front: securing 2029
On the legislative front, explains the daily newspaper of the Front de Terre press group, the priority is to secure Ousmane Sonko's political future. With their large majority in the National Assembly—130 out of 165 members—the Pastef deputies are preparing an amendment to the Electoral Code. The reform would specifically target articles L29 and L30, which had rendered Sonko ineligible for the 2024 presidential election.
“Since we have the majority in the National Assembly, we must reform the electoral code so that no president can now exclude a candidate. If these articles did not exist, the president of the Republic would be called Ousmane Sonko,” justified Waly Diouf Bodiang, an influential party official, quoted by the same source.
The "slush fund" war
Meanwhile, a budgetary offensive is being considered against the financial prerogatives of the Presidency. MP Guy Marius Sagna announced the tabling of a bill aimed at regulating political funds, while his colleague El Hadji Ousmane Fall submitted several written questions to the government regarding their management.
The issue at stake involves nearly eight billion CFA francs allocated in the 2024 finance law. The initiators of this approach wish to "economically suffocate" the Presidency in order to prevent the use of these resources for political rallying purposes, a practice often denounced under previous regimes.
The relaunch of the APTE coalition
On the political front, Ousmane Sonko intends to revitalize the APTE coalition to counterbalance the "Diomaye-President" bloc. To this end, a "clarification meeting" is planned for next Saturday at a major hotel in Dakar. This meeting aims to strengthen the coalition's ranks and define a new strategy to counter the camp that includes Aminata Touré and Abdourahmane Diouf.
The obstacle of promulgation
However, Walfadjri points out that even if these reforms were to pass smoothly through the National Assembly, they would then run up against the President's power to promulgate legislation. It seems unlikely that Bassirou Diomaye Faye would agree to sign laws that could directly reduce his own prerogatives and financial leeway.
